Since their inception in 1991, the number of and the student enrollment in charter school have burgeoned. However, little attention has been paid to their effects on student achievement. Proponents hypothesize direct and indirect positive impacts of charter schools on student achievement. The direct effect is through the restructuring of teaching and learning processes. The indirect effect operates through peer effects on learning and through the market forces of competition. This paper focuses on student achievement in charter schools in Michigan. Among the suggestions that have been put forward to increase the collaboration between the business sector and educational institutions as a means for accomplishing program improvement are supporting the existing system where the schools are generally healthy fostering innovative change, and working for major structural reforms in the system. This study estimates the net impacts and private and social benefits and costs of 11 workforce development programs administered in Washington State. Six of the programs serve job-ready adults: Workforce Investment Act (WIA) Title I-B Adult programs, WIA Title I-B Dislocated Worker programs, Community and Technical College Job Preparatory Training, Community and Technical College Worker Retraining, Private Career Schools, and Apprenticeships. Focus group interviews were held with approximately 60 of the several hundred high school students who are participating in school-to-work transition programs offered through the Kalamazoo County (Michigan) Education for Employment (EFE) consortium, The 10 focus groups held involved 5-8 students each and were distributed across program types as follows: 3 school-based programs; 4 worksite-based classroom programs; 1 workforce entry; 1business/industry worksite trainIng; and 1 apprenticeship.
