Lessons Learned From A State-Funded Workplace Literacy Program, Kevin Hollenbeck, Bridget F. Timmeney Jan 2015

Lessons Learned From A State-Funded Workplace Literacy Program, Kevin Hollenbeck, Bridget F. Timmeney

Kevin Hollenbeck

Findings from an evaluation of a workplace literacy program funded by the State of Indiana are presented. Working with employers, providers were given considerable latitude to design their own training regimens. The state awarded certificates to workers who achieved certain levels of proficiency in reading, math, critical thinking, problem solving (assessed by CASAS), and computer literacy (certified by IC3). The evaluation relied on qualitative and quantitative data. Multiple site visits were undertaken and a survey of participants (n = 1,800), learning gains, and earnings histories were quantitatively analyzed. Key findings include a significant interest in college attendance by incumbent workers ...

The Distribution Of College Graduate Debt, 1990 To 2008: A Decomposition Approach, Brad J. Hershbein, Kevin Hollenbeck Jan 2015

The Distribution Of College Graduate Debt, 1990 To 2008: A Decomposition Approach, Brad J. Hershbein, Kevin Hollenbeck

Kevin Hollenbeck

Despite tremendous recent interest in the subject of student debt by both researchers and policy makers, little is known about how the distribution of college graduate debt has been evolving and what factors can explain it. We use National Postsecondary Student Aid Study data from 1990 through 2008 to document the evolution of college graduate debt profiles. We find that growth in debt over the 1990s was rapid and occurred throughout the distribution; during the 2000s, in contrast, debt grew appreciably only for the top quartile. Employing several decomposition techniques, we exploit the richness of the data to explain these ...

The Returns To Education And Basic Skills Training For Individuals With Poor Health Or Disability, Kevin Hollenbeck, Jean Kimmel Jan 2015

The Returns To Education And Basic Skills Training For Individuals With Poor Health Or Disability, Kevin Hollenbeck, Jean Kimmel

Kevin Hollenbeck

This paper examines linkages between disability and health status and the returns to education and basic skills training. It bases analyses on two separate data sources: wave 3 from the 1993 panel of the Survey of Income and Program Participation (SIPP) and the 1992 National Adult Literacy Survey (NALS). The data sets have been used to estimate standard wage equations with education and basic skills training among the independent variables. The NALS data set allows us to control for prose, quantitative, and document literacy. The wage equations rely on Heckit corrections for labor force participation, and we stratify by sex ...

Impact Of Charter School Attendance On Student Achievement In Michigan, Randall W. Eberts, Kevin Hollenbeck Jan 2015

Impact Of Charter School Attendance On Student Achievement In Michigan, Randall W. Eberts, Kevin Hollenbeck

Kevin Hollenbeck

Proponents of school reform have argued that charter schools and vouchers can provide adequate market pressure to improve the performance of traditional public schools. While the number of charter schools and student enrollment have burgeoned, relatively little attention has been paid to their effects on student achievement. Proponents of charter schools suggest a direct effect on student achievement through the restructuring of teaching and learning processes and an indirect effect through peer effects on learning and through the market forces of competition. Of course, competitive pressures may result in higher achievement in traditional public schools as well. This paper focuses ...

Does Charter School Attendance Improve Test Scores?: Comments And Reactions On The Arizona Achievement Study, Christopher Nelson, Kevin Hollenbeck

Kevin Hollenbeck

In a recent report, Solmon, Paark, and Garcia (2001) seek to identify the impact of attending charter schools on student achievement using data from Arizona. Based on a sophisticated statistical analysis, these authors report that charter school attendance increases test score gains of students. This note raises some questions about the interpretation of the results reported and some questions about the empirical approach and underlying data. First, the report relies on a 2-x-2 evaluation design with type of school (charter or traditional) attended in a base year as the rows and type of school in the ensuing year as the ...

Return On Investment In Workforce Development Programs, Kevin Hollenbeck

Kevin Hollenbeck

Under more and more fiscal scrutiny because of shrinking state and local budgets, workforce development programs are being asked to estimate their return on investment (ROI). This paper introduces basic concepts of ROI in workforce development programs. It distinguishes ROIs estimated for workforce programs from those that are estimated for financial investments or capital projects. The paper furthermore exposits the basic ingredients of an ROI study—identification of the treatment and time periods of analysis, identification of the net impacts of the program, and identification of net costs. Finally, the paper presents results from the estimation of the ROI for ...
