Upjohn Institute staff will work with Charlevoix, Michigan stakeholders to assess the community’s critical needs and its capacity to enact a place-based scholarship program. Based on those assessments, staff members will recommend a suggested program design for a Promise program or an alternative set of strategies for accomplishing community goals.

Multiple steps are necessary for a well-designed Promise-type scholarship program. Through multiple community visits, Upjohn Institute staff members will assess the need and capacity of the Hamilton, Canada community for such a scholarship. Based on those assessments, staff members will present a program design that takes into consideration such parameters as its universality, funding structure, geographic eligibility, academic supports, and management/administration of the program. We will estimate a cost and make funding strategy suggestions.

The purpose of this project was to support the research and writing of a book assessing the value of place-based (“Promise”) scholarship programs. Since the first such program was announced in Kalamazoo in 2005, this model has been replicated to one degree or another in many different settings. Yet there have been only limited efforts to evaluate the impact of existing Promise programs and virtually no comparative work examining different approaches to designing and implementing place-based scholarships. Longer-Term Effects Of The Kalamazoo Promise: College Enrollment, Persistence, And Completion, Brad Hershbein

This project will examine the effects of the Kalamazoo Promise on college enrollment, persistence, and completion using merged administrative data sources. The study will employ two approaches for identification: (1) differences-in-differences between eligible and non-eligible students before and after the Promise with and without inverse-probability treatment weights, and (2) propensity score matching of students from neighboring school districts. The study will explore standard heterogeneous treatments by gender, ethnicity, and socioeconomic status as well as by high school grades and standardized test scores.
