Not much is known about the ways in which assessment data have actually been used in education policy to date. Understanding the role of assessments in informing system-level decision-making is a first step towards helping stakeholders improve the design and usefulness of assessments. Moreover, this understanding can help to further discussions about how assessment data can best be used to inform policy and practice and to evaluate the effectiveness of policy reforms. This chapter describes the procedures that were used to report the population estimates in the ICILS 2013 publications. It starts with a description of the replication methodology used to estimate sampling variance, followed by an outline of how the imputation variance of students’ computer and information literacy (CIL) was computed. The subsequent section outlines the procedures for conducting significance tests of differences between country and subsample means or percentages.

This report presents the results of an assessment of reading, writing and mathematical literacy of Class 6 students in 13 provinces in Afghanistan in relation to the gender of students. The data were collected in late 2013. The purpose of Monitoring Trends in Educational Growth (MTEG) is to provide information to education policy makers on the quality of education outcomes in Afghanistan. In addition MTEG will inform educational practitioners by clearly demonstrating what students at Class 6 can and cannot do in an assessment situation. The OECD Programme for International Student Assessment (PISA) is an international comparative survey of 15-year-olds’ knowledge and skills in reading, mathematical and scientific literacy. PISA seeks to measure how well young adults have acquired the knowledge and skills that are required to function as successful members of society. As part of the PISA 2009 survey, students completed an assessment on reading literacy, mathematical literacy and scientific literacy, as well as an extensive background questionnaire. School principals also completed a survey describing the context of education at their school, including the level of resources in the school and qualifications of staff. …

The most recent OECD Programme for International Assessment (PISA) survey enables educators, policy makers and the wider community to compare Australian students with each other, as well as their counterparts across the world. PISA measures the extent to which 15-year-old students near the end of compulsory education have acquired the knowledge and skills that young adults need to meet the challenges of the future. During the second half of the twentieth century, the globalization movement transformed the nature of comparative research in education. The United Nations Organization and its agency UNESCO, promoting cooperation among nations through education, science, and culture, led this development through ‘Education for All’ and the integration of organizational, international, comparative, and global approaches to education. The conduct of educational research worldwide has been greatly influenced by the International Association for the Evaluation of Educational Achievement through the monitoring of educational outcomes and the introduction of systemic and modeling approaches to research in education leading to evidence-based making of educational policy.

The ICILS assessment was developed over a 20-month period from April 2010 to December 2012. Most of this work was conducted by the international study center (ISC) at the Australian Council for Educational Research (ACER) in collaboration with national research coordinators (NRCs) and the project advisory committee (PAC). SoNET Systems conducted the software development for the test modules. This chapter provides a detailed description of the test development process and review procedures as well as the test design implemented for the ICILS field trial and main survey.
