Although many leaders in evaluation advise evaluators to balance the needs of the client and other stakeholders, very little is known about how or if practicing evaluators address this injunction. Understanding how practicing evaluators address the needs of multiple stakeholders could inform evaluator training. The purpose of this qualitative study was to describe what practicing evaluators do when faced with conflicting stakeholder values. This study invited five evaluators to share their experiences working with multiple stakeholders while reflecting on how they deal with multiple and often conflicting values as they seek to serve the stakeholders. The Role Of Program Evaluations In Improving And Sustaining State-Supported School Counseling Programs: A Cross Case Analysis Of Best Practices, Ian Monteg Martin

Recent work has shown that many state supported school counseling programs have not developed working statewide program evaluation schemas. This study examined two exemplary examples of state level program evaluation. Mixed-method case studies were created and then analyzed across cases to reveal common themes and best practices. The findings indicated that these cases were able to build statewide evaluation capacity within very different contexts.

The authors contend that blended learning represents a boundary object; a construct that brings together constituencies from a variety of backgrounds with each of these cohorts defining the object somewhat differently. The Sloan-C Pillars (learning effectiveness, access, cost effectiveness, student satisfaction, and faculty satisfaction provide a foundation for the evaluation of asynchronous learning networks that works equally well for the evaluation of blended learning environments. Focus and institutional policy under the No Child Left Behind Act [NCLB] (U.S. Department of Education 2001) has prioritized the individualistic, market-driven agenda. The NCLB regime has gained hegemony over the political space of public education, and the value and effectiveness of the educational process has become subject to the fetishism of standardized test scores. Utilizing the political economy of the sign described by Jean Baudrillard (1981), the political economy of the NCLB regime and the development of test score fetishism is presented.

Science librarianship is a rapidly changing professional specialization that requires unique skills and experiences for science librarians to perform at the highest level. A content analysis of recent job advertisements was conducted to determine the most desirable qualifications for science librarians. It was found that the most frequently cited qualifications include formal education and professional experience, and also, significantly, interpersonal skill sets in areas such as customer service, communication, and teaching. Furthermore, subject-specific scientific knowledge and experience was also found to be desirable for science librarian positions or departmental liaison roles. Demands associated with the No Child Left Behind Act of 2001 contribute to the risk of teacher burnout; however, the relationship between teacher burnout and specific teaching assignments is unclear. Accordingly, the purpose of this study was to investigate if burnout is greater for high-stakes subject area public high school teachers than for low-stakes subject area public high school teachers and to ascertain teachers' perceptions about difficulties associated with teaching a high-stakes subject area.
