“This paper analyses effects of national or provincial exit examinations on education quality. On theoretical grounds, the paper argues that such examinations should increase high school achievement, particularly in examination subjects, and that teachers and students and parents and school administrators should focus more on academic achievement when making school-quality decisions. On the negative side, exit examinations may lead to a tendency to concentrate on learning facts, rather than understanding contexts.”

[Excerpt] This chapter examines the effects of improved signaling of student achievement in high school on the labor market success of recent high-school graduates. The chapter is organized into three sections. In the first section, we reproduce the argument that Bishop put forth in 1985 that better signaling of student achievement to employers would improve the quality of the jobs that recent high-school graduates could obtain and strengthen incentives to learn. [Excerpt] The test score decline between 1967 and 1980 was large (about 1.25 grade-level equivalents) and historically unprecedented. New estimates of trend in academic achievement, of the effect of academic achievement on productivity and of trend in the quality of the work force are developed. They imply that if test scores had continued to grow after 1967 at the rate that prevailed in the previous quarter century, labor quality would now be 2.9 percent higher and 1987 GNP $86 billion higher.

The leadership characteristics of a 21 chief student affairs officers (CSAOs) within four-year, postsecondary institutions in the Southeast were examined using The Leadership Practices Inventory (LPI) developed by Kouzes and Posner. The LPI measures five fundamental leadership factors: challenge the process, inspire a shared vision, enable others to act, model the way, and encourage the heart. Each of these factors was investigated in relation to length of time in the current position, length in the student affairs profession, gender, and geographic location. Statistical analyses of performance on the LPI suggest that CSAOs tend to be most effective in leadership practices …

Return on investment with respect to employee training is a growing phenomenon in business and industry, as understanding the impact of training on an organization is often not enough. Public educational systems also spend a significant amount of resources on professional development. However, because education is a non-revenue generating industry, rarely do we analyze return on investment in the educational sector. Since the late 1990s, online education programs for academic credit have emerged in colleges and universities across the country at an astonishing rate. Enrollment in online courses and online degree programs has grown dramatically. Online education is in high demand because it allows individuals to pursue an education while maintaining their full-time jobs and commitments to their families. Abstract

This paper describes a Learning 2.0 library staff training project completed in September 2007 at the University of Alaska Fairbanks Rasmuson Library. The project planning process, curriculum creation, implementation, incentives, and outcomes are included, along with a summary of survey results from program participants. Recommendations for implementing this free and useful staff training tool by other academic libraries are included, as well as a link to the Library’s Learning 2.0 blog.

This article describes an experiential exercise suitable for undergraduate or master’s-level students. The goals of the exercise are for students to correctly apply health insurance concepts such as premium, deductible, co-pay, and coinsurance; to understand and explain the dilemma facing organizations in an environment of increasing health care costs and limited compensation budgets; to discern and apply the concerns of employees with varying demographic profiles to health care cost sharing; and to develop competency in calculating health care costs at the organizational level. Retesting In Selection: A Meta-Analysis Of Practice Effects For Tests Of Cognitive Ability, John P. Hausknecht, Jane A. Halpert, Nicole T. Di Paolo, Meghan O. Moriarty Gerrard

Previous studies indicate that as many as 25-50% of applicants in organizational and educational settings are retested with measures of cognitive ability. Researchers have shown that practice effects are found across measurement occasions such that scores improve when these applicants retest. This study uses meta-analysis to summarize the results of 50 studies of practice effects for tests of cognitive ability. Results from 107 samples and 134,436 participants revealed an adjusted overall effect size of .26. Moderator analyses indicated that effects were larger when practice was accompanied by test coaching, and when identical forms were used. Additional research is needed to …

Individual Heterogeneity In The Returns To Schooling: Instrumental Variables Quantile Regression Using Twins Data, Omar Arias, Kevin F. Hallock, Walter Sosa-Escudero

Considerable effort has been exercised in estimating mean returns to education while carefully considering biases arising from unmeasured ability and measurement error. Recent work has investigated whether there are variations from the “mean” return to education across the population with mixed results. We use an instrumental variables estimator for quantile regression on a sample of twins to estimate an entire family of returns to education at different quantiles of the conditional distribution of wages while addressing simultaneity and measurement error biases. We test whether there is individual heterogeneity in returns to education and find that: more able individuals obtain more …
