The development of highly effective teachers is of interest to school systems because the quality of the teachers is associated with students' success. This study explored the relationship between teachers' participation in a job-embedded model of professional development and students' achievement in reading.

Teachers in the third grade and fifth grade at five different elementary schools received more than 100 hours of training. The reading achievement scores of students assigned to these teachers were compared to the scores of students whose teachers did not participate in the training. Findings in this study were mixed. This paper is based on a consultancy evaluation conducted in 2002 for an international network on early warning and early response to conflict. The author of this paper was the lead consultant. The work of the consultancy has been subsequently developed as a case study in this paper.

According to the United States Department of Education, teacher quality is one of the most critical aspects of the teaching and learning process. The No Child Left Behind Act of 2001 (NCLB) has required that state agencies assume the responsibility for increasing student achievement and ensuring teacher quality by the end of the 2005-2006 school year. The NCLB outlines minimum qualifications that are needed by teachers who work on any facet of classroom instruction and authorizes state administrators to establish the criteria through which an experienced teacher will meet the subject matter competencies in a specific content area. Evaluation In Latin America And The Caribbean: An Overview Of Recent Developments, Thomas Chianca, Brandon Youker

In the past ten years, evaluation, as a professional field, has undergone significant development in several countries in Latin America and the Caribbean (LAC). Four considerations provide clear evidence of such development: (1) establishment of professional evaluation organizations; (2) intensified dissemination of ideas and use of professional evaluation in the three key societal sectors: government, private, and philanthropic; (3) increased number of evaluation-related publications; and (4) growing establishment of short-term and graduate-level training programs in evaluation.
