Assessment, with a capital “A”, has become in the academy a politically loaded buzzword that closes many more doors than it opens. Assessment, with a small “a”, however, is a necessary part of any attempt to find the best path forward in environments that change. At meetings this spring, Members of NERCHE’s Departments Chairs Think Tank and Associate Academic Deans Think Tank discussed this controversial issue, focusing on ways to foster climates in which faculty and administrators are collaborative partners in assessment with the intention of strengthening teaching and learning.

Promoting Equality And Access In Higher Education: A Comparative Study Of State Sponsored Preferential Policies In Great Britain, India And South Africa, Lanaia C. Dubose

Recent U.S. court decisions striking down affirmative action policies in college admissions have caused universities to seek diversity programs that can hold up to public and Jesa1 scrutiny while maintaining diversity on campus. The purpose of this thesis is to study the preference programs of other countries and determine if successful elements could be duplicated here in the United States. Specifically, the study looks at whether countries who use equality of opportunity programs (which focus on training initiatives) are more successful in increasing enrollment and hiring numbers of minorities than equality of outcome measures (which focus on quotas). Immediately after the events of September 11, the US was stunned by horror and disbelief, angry at the perpetrators of such awful violence, puzzled by the country’s inability to recognize itself in the eyes of the world, and eager to learn more about other cultures from which it felt so alien. Our college campuses reflected this range of responses. At their first meetings of the academic year, members of NERCHE’s Think Tanks, who represent faculty and administrators in New England, and SAGES (Senior Academics Guiding Educational Strategies), retired presidents and provosts, described their reactions and the range of responses campus.

Our institutions are changing all the time but for the most part these changes do not make a big difference, either because the results are confined to an isolated segment of the organization or because the environment is not responsive. To be considered truly transformational, the initiative must alter the culture of the institutions by changing select underlying assumptions and institutional behaviors, processes, and products; it must be deep and pervasive, affecting the whole institution; it must be intentional; and it must occur consistently over time (Eckel, Hill, & Green, 1998).

The ideas and thoughts of college and university presidents are most frequently and primarily known through their public roles and rhetoric. Over the past few years nearly three dozen college and university presidents have written diaries for public view as part of the Journal of College and Character. These presidential reflections provide a unique and rare opportunity to gain a behind-the-scenes view of the contemporary presidency, and of the leadership and values of presidents. There is rarely a perception in colleges and universities that everyone owns the financial plan. Deans, department chairs, and division heads are most concerned with their own budgets, rather than the aggregate. Mythologies about how the academic and financial sides of the house operate create artificial divisions and compromise the development of shared responsibility. Driven by myth, each side tends to view the other as a threat to its values and priorities. These views often stereotype the other in ways that become self-fulfilling prophesies. In my current professional role as an academic in a higher education institution in Ireland, I have only recently asked myself if I have been living in the direction of my educational values (Whitehead, 1989a). Educational values are ideas about what constitutes an educationally worthwhile process of teaching and learning: they define the relationship between knowledge, teachers and learners (Elliott, 1995). This is a report on the Los Angeles Transfer and Retention of Urban Community College Students (TRUCCS) Project, which tracks approximately 5,000 community college students from nine campuses of the Los Angeles Community College District in order to gather information on retention and persistence. The project also investigates urban community college student patterns of reverse transfer, remediation, and social integration. The report indicates that the student ethnic and age diversity in the TRUCCS project reflects the total ethnic and age diversity of the Los Angeles Community College District, with Hispanic and African-American students representing a majority of the total enrollment. …
