In 1986, the State of Iowa appropriated approximately 17 million to implement a program of biotechnology research and development at Iowa State University. The purpose of the research program was to use state research facilities and staff to develop new technologies that would aid in the State's plan of economic recovery and development. In the West African country of Burkina Faso, soil erosion has long been a concern. The national government has perceived soil erosion a problem for over a quarter of a century. Although institutional support and practices to control the severity of soil erosion are available, attempts to address the problem have met with limited success.
