The purpose of the study was to review federal court decisions regarding student rights and responsibilities decided and reported between the rendering of the United States Supreme Court decision in Tinker v. Des Moines Independent Community School District and the end of 1982, in an attempt to determine express and inferential delineations of legal responsibilities of students in the public school setting. Special attention was devoted to those decisions which were lost by students and their parents and those which contained expressed and inferential limits on the exercise of students' rights under the constitution. The major problem for this research was to identify differences in personality characteristics among secondary teachers classified by performance levels, with the intent of improving selection procedures. To accomplish this task, data were collected from three personality inventories which were administered to 177 stratified, randomly-selected teachers who had been evaluated as either meeting or exceeding district standards by their supervisors. The major purpose of this study was to analyze job improvement targets (JITs) written for, by, or with teachers and the elements of the target and/or process of its development that affect a teacher's commitment to accomplish the target. This study was conducted during 1982 with the purpose of identifying items for the evaluation of school principals based upon item discrimination power and job situation. A total of 1,393 subjects participated;In the first phase of the study, teachers, principals, and superintendents or principal supervisors rated the performance of a designated principal on 50 items. Discriminating items, or items which measure differences, were identified using a modified ANOVA procedure. The purpose of this investigation was to develop and field-test diagnostic-prescriptive staff development instruments to assess knowledge of inservice programs, and to determine if specific entry-level knowledge is a function of the participant's sex, experience, education, or philosophy of education.
