The purpose of this study was to develop sequential lessons to help teachers work with students who have delayed communication abilities. A syllabus of forty lessons was developed to provide additional instruction and practice in the areas of expressive and receptive language skills.

A preschool model for 3-5 year old rural handicapped children is based on developmental skills in the areas of receptive and expressive language acquisition, fine and gross motor movement and beginning cognitive skills. Also included, to facilitate the establishment of a new rural preschool is a list of materials needed to begin the program and a list of free and low cost legal, medical, and assessment services. The need for rural preschool programs is discussed as well as reasons for growth of preschool in Washington state.

The passage of Public Law 94-142, the Education for All Handicapped Children Act of 1975, mandates that parents of a handicapped child must be included in the educational planning and placement procedures for their child. The law requires (1) parent counseling and (2) parent participation in the planning of the child’s educational career. Yet almost six years after the passage of Public Law 94-142, the role of parent which emerges today appears to be one of passive involvement in the Individualized Educational Plan (IEP) process. Financial implications of the current Washington Special Education Funding Formula for the 1980-81 school year were studied. Financial data for 229 school districts which provided education for handicapped children was collected for the study. The results showed that the majority of school districts which provide education for handicapped children did not receive funding equal to expenditures for education programs for the 1980-81 school year. Recommendations for increasing Washington's funding for handicapped education programs are discussed.

The purpose of this paper is to research students who have continuous academic problems in school. Data is collected to identify the needs and problems of these children. Solutions are presented to meet identified needs. Behavior testing and an adult training program, which involves the services and funds of various existing social services agencies, are introduced as methods for meeting the student problems.

The need for and delivery of programs in our public schools to educate elementary students K-3 about Exceptional children was studied. An Instructional packet of ideas, resources, and activities was presented that could be used in an elementary classroom K-3, to help children overcome negative attitudes toward the handicapped and to recognize the rights of the handicapped individual to pursue a normal life.

The education of children with special needs in Australia gained considerable impetus from the report of the Interim Committee for the Australian Schools Commission under the chairmanship of Professor Karmel when, in 1973, it made strong recommendations for a substantial increase in the government expenditure on special education. It highlighted inadequacies in the existing services in special education both in terms of facilities and manpower and suggested greater responsibilities for the education of handicapped children be taken by the State Education Departments.
