The purpose of this dissertation was to understand the financial aid personnel’s perspective on the impacts of middle-income student loan borrowing. Student loan borrowing is a concern for many due to the current debt reaching extraordinary amounts. This research explored the impacts specifically on middle-income students as opposed to low- or high-income students. Middle-income, for the purposes of this research, was defined as students who are above the threshold for need-based aid, but still have a remaining need. Since 2011, drastic declines in tuition revenue for many rural community colleges have hindered institutional budgets and have been the primary driver for the financial strategy decisions made by college leaders. Recent declines in revenue for rural community colleges have created a constrained fiscal environment causing college leaders to increase focus on internal operations. The aim of this research was to expand the understanding of how management decisions influence tuition revenue when demand fluctuates. For decades, U.S. higher education enrollments have been stratified with students from wealthier households consistently attending postsecondary institutions at higher rates than low-income students. The disparity in postsecondary participation rates by family income is a systemic issue (M. J. Bailey & Dynarski, 2011), meaning the phenomenon is the result of a combination of factors within society rather than one factor alone. The community college mission has long included open access through low tuition (Vaughan, 2006). Financial challenges for community college students threaten open access (Shannon & Smith, 2006). Paying tuition plays a part in a student’s ability to graduate. A community colleges’ success is measured in part by graduation rates. President Obama challenged all colleges, including community colleges, to increase their graduation rates 50% by the year 2020 (Obama, 2009). With the average tuition of both public and private institutions on the rise, students are graduating from college with a higher burden of debt than ever before. In turn this is adversely affecting their post-graduation decisions, specifically the purchasing of their first home.
