The military has long-standing partnerships with institutions of higher education (Leporte, 2013; Parks, 2015 & Massie, 2016). These partnerships have been significant over time because the United States Army has incentivized civilian education via the Army enlisted ranks and promotional structure (Wilson, Smith, Lee & Stevenson, 2013). Researchers are beginning to recognize service members as adult students who need specific supports in an educational setting (Wilson et al., 2013; Leporte, 2013; Parks, 2015; Massie, 2016). For decades, U.S. higher education enrollments have been stratified with students from wealthier households consistently attending postsecondary institutions at higher rates than low-income students. The disparity in postsecondary participation rates by family income is a systemic issue (M. J. Bailey & Dynarski, 2011), meaning the phenomenon is the result of a combination of factors within society rather than one factor alone. Sexuality education in public schools in the United States excludes a large population of students. These exclusions are due to a long history of legal and economic battles, as well as the politicized nature of adolescent sexuality. This critical interpretive inquiry explored the long history of sexuality education through the lens of economics, law, and psychological paradigms and examined the way in which each of these lenses furthered the exclusion of nonheterosexual males in curricula. The purpose of this historical case study was to explore, through the lens of knowledge transfer, answers to the following two questions: how did the Sister-educators from one community in Northeast Ohio prepare themselves for leadership, and when it became clear that the future of their urban school depended on transitioning to lay leadership, how did Sister-principals prepare their religious communities and their school communities for that change. Increasing numbers of Florida parents are withdrawing their children from traditional public schools in highly-rated school districts to enroll them in tuition-free, startup, charter schools. Since not all parents have equal access or are as equally motivated to elect school choice alternatives, the fiscal sustainability of the traditional public school system is at risk. This research analyzes county-level support for the 2002 Constitutional Amendments for Voluntary Universal Prekindergarten Education (VPK) and Florida’s Amendment to Reduce Class Size (CSA). Three regression models are constructed for each dependent variable (support for VPK and support for CSA): a bivariate model with political party, a full model with all theoretically identified variables, and a best model with just the independent variables that have the most explanatory power. A variety of socioeconomic, demographic and political independent variables are tested. Anti-Muslim prejudice has increased precipitously since the attacks of September 11, 2001, including prejudicial effects related to socio-cultural differences on college campuses. The purpose of this quasi-experimental exploratory research was to understand the effectiveness of multicultural education programs (MEPs) in reducing anti-Muslim prejudice in higher education. Grounded in intergroup threat theory and frame analysis, it was hypothesized that students who are not engaged in multicultural affairs will perceive Muslims as more threatening and will therefore hold more prejudiced views than would students who active in multicultural affairs. This concurrent mixed methods study examined principal perceptions of the teacher tenure law in Tennessee. The study examined the perceptions of K-12 public school principals toward the Tennessee teacher tenure law under Senate Bill 1528 and how principals perceived that the law has affected their ability to evaluate and retain effective teachers. The investigation followed a concurrent mixed methods design (QUAN + QUAL). The Tennessee Teacher Tenure Principal Perception Survey was adopted and slightly modified from Davidson’s (1998) study of principal perceptions of teacher tenure in Tennessee. Nearly 25,000 graduating high school students across California have earned state recognition for achieving proficiency in multiple languages in 2014. This exploratory, mixed-methods study investigated the early implementation of the State Seal of Biliteracy (SSB) in California. Sixty-two district personnel were surveyed, three SSB directors were interviewed, and a document review was conducted. Overall, the study revealed four themes that influence the implementation of the SSB at the district level: Intentional Creation of an Ecology of Biliteracy, Developing Notions for Biliteracy Scripts and Assessment, Privileging Sequential Biliteracy Development—Scarcity of Biliteracy Pathways, and Individual and Collective Agency for Biliteracy. Many American public schools began to employ School Resource Officers (SROs) in the 1990s as a result of mass school shootings in the early 1990s (Weiler & Cray, 2011). Kindergarten age eligibility requirements vary from state to state; however, school districts typically admit children into kindergarten in the fall following a student’s fifth birthday. Research on the outcomes of five-year-old children and children whose entry was delayed until age six is contradictory. The current study was conducted to add to the existing literature to assist families and policy makers with decision making regarding appropriate kindergarten entry age. “Transfer student capital” refers to the learned ability of a student to successfully navigate the process of transferring from a community college to a four-year school. Transfer student capital is accumulated by gathering information about potential destination schools and programs, gaining an understanding of requisite academic skills, campus engagement, and weighing personal concerns surrounding eventual transfer. The more transfer student capital an individual accumulates, the more likely they are to be academically successful and persist to graduation.

This research studies the effects of state laws banning access to in-state resident tuition (ISRT) rates and other educational benefits for unauthorized immigrant students (UIS) in five states: Arizona, Colorado, Georgia, Indiana, and Ohio. It measures the overall effect of policies denying ISRT that were implemented between 2005-2012 in the United States.

Three potential effects are evaluated. First, the study estimates the policy effects on the college enrollment of UIS. Because the policy does not deny access to higher education institutions, the possibility exists for this population to attend public or private colleges. This dissertation documents pension benefit choices made by public school teachers enrolled in the Illinois Teachers' Retirement System (TRS), where they choose between taking a lump-sum withdrawal of their refundable contributions and deferring a pension benefit. The analysis explores the extent to which vested teachers enrolled in TRS separate from service with positive pension wealth, estimates how much money is "left on the table" at a conventional discount rate, and investigates what types of teachers display higher or lower discount rates as indicated by cashout patterns.
