This dissertation provides historical insight into the design and implementation of one strategic plan of a public higher education system in an effort to inform future similar strategic planning processes. On July 1, 1994, the Board of Regents appointed Stephen R. Portch the ninth Chancellor of the University System of Georgia. The timing was advantageous because then Governor Zell Miller was determined to leave his legacy as Georgia’s “education governor,” and in those prosperous economic times, the Governor was eager to pour money into the university system. Student governance has been in existence as an integral part of higher education almost since the founding of the first college in colonial America. However, little is understood about the lived experience of students involved in student governance, and specifically those who participate in leadership positions within student government organizations such as the student government president. Professional School Counselors (PSCs) have been called to be leaders for educational reform to support the academic, career, and personal/social development of all students through the coordination and facilitation of their comprehensive, developmental school counseling program (American School Counselor Association , 2005; National Model). Problem

To date no study has been undertaken with respect to Seventh-day Adventist senior college and university presidents’ actual and expected roles as perceived by the administrative team members and governing board chairs of these institutions. The purpose of this study was to determine the differences between presidents’ actual and expected roles.

Method

This descriptive, exploratory, survey study included a sample (n = 78) of board chairs, presidents, academic vice presidents, student service vice presidents, and finance vice presidents located in 27 senior colleges and universities operated by Seventh-day Adventists in 17 countries, including the U.S.A.
