Statement of the problem: How does the program of safety education in California elementary schools meet the needs of youth as defined by selected authoritative criteria?

A sampling of 112 elementary schools of various grade combinations in thirty-four California counties furnished the basis for a questionnaire study. These schools fell within the average daily attendance range of 165 to 599. In addition to this the questionnaire was sent to twelve large city schools in various parts of the state, but in no case did the attendance figure go over seven hundred. With the increasing pressure of the American way of life, increased tension and anxieties of our fast civilization, and increased pressure of the advertisements of the liquor industry on billboards, magazines, radio, and newspapers, the alcohol problem has been steadily increasing. It is estimated that two-thirds of the alcoholics begin their drinking while in high school. It would appear then that the high school is the proper place in which to prepare the future citizens to solve their problems in an intelligent and unbiased manner.

Many school systems throughout the United States have presented and tried various all-year-round school plans. The ever changing social and economic conditions of educational problems. Occasionally a practical solution of these has been to alter the conventional nine month school program to an all-year school plan. This has not always proven advantageous because boards of education many times failed to ascertain parental reaction before implementing the new educational program.

Since the Massachusetts Compulsory Education Law of 1642, the nature of the public secondary school student body has undergone .widespread changes. Public education has broadened its base to include all educable students of school age.

Attendance problems seemed to have increased with compulsory education. In the past, assumptions based upon limited observation have been drawn by educators concerning the individual students who constitute this attendance problem group. Since no specific study of attendance conditions existed for the Kern County Union High School District, this investigation has undertaken to meet that need.
