This dissertation research study brings together a historical account and one scholar's personal and family stories of how Indigenous children were stolen and sent to the first Bureau of Indian Affairs (BIA) boarding schools and tribal schools. In the case of the researcher's family, the educational experiences at Carlisle Indian Industrial School immediately started a traumatic assimilation process on Indigenous children that instilled generational trauma for them and their descendants. This qualitative study examined how school leaders work within the structure of individual district collective bargaining agreements to improve student achievement. The study examines real or perceived barriers to improving student achievement within educational organizations from the perspective of the principals and teacher-leaders.

This study included two qualitative instruments, one for building principals and one for the building teachers, administered in five Oregon high schools recognized as successful by the Oregon Department of Education in 2014-2015. In American high schools, students are sorted into three "tracks" to cluster resources for students of similar abilities and interests. Much is known about the high track student, and especially in the past decade, the low track or "at-risk" student. However, the middle track--or marginally achieving student--has been largely overlooked in the literature. Acknowledged as "lost in the middle" (Judson, 1992), as well as deserving of higher quality of service in their school systems (Powell, Farrar, & Cohen, 1985), marginal achievers-defined here as having a GPA of 1.5-2.5, still maintain a profile of invisibility.
