Restructuring an education system provides an opportunity to select appropriate programmes for schooling. This thesis develops principles to select an appropriate vocational education for schools in Papua New Guinea. History and past programmes in developed and developing countries have provided a comparison of examples where successful elements and problems have been associated with acceptance of vocational education. Developed countries have highly advanced vocational education systems catering to a range of industries. The United States of America, Britain and Australia have begun an integration of general and vocational subjects to improve cross-disciplinary relationships of subjects to students. In recent years several policy changes have occurred in Western Australia regarding the provision of pre-compulsory education, particularly for children turning five. These changes have led to education of such children centred largely in full-time, on-site classes rather than in sessional, independent community centres, resulting in pre-primary education becoming mainstream school business. As such it is incorporated in the administrative, managerial and educational policies of the school including school development planning. Better Schools advocated a decentralisation in the administrative structure and a devolution of responsibilities within Western Australian education system. One outcome was the establishment of twenty nine school districts in 1987. Since then, these districts have faced the problem of providing for the professional development needs of their primary school principals. In response to this situation different districts have developed different models for the training and development of principals.
