Evaluation And Improvement Of Processes And Metrics In A Dual Credit Program, Kristian E. Fischer

This dissertation used convergent mixed methods design in a program implementation evaluation of a dual credit program. A binary logistic regression was performed on dual credit enrollment persistence. A stakeholder survey was deployed to parents, administrators, instructors and counselors associated with the dual credit program. A full review of district documents related to dual credit was included as part of the qualitative component. The results of the regression indicated non-significance in the predictor variables for the dependent variable of dual credit persistence. The Tennessee Educator Acceleration Model (TEAM) had been in a state of reform since being awarded the Race to the Top Grant. Few teachers admit that an evaluation influenced them significantly; additionally, few administrators agreed that when they evaluated a teacher, it did not significantly affect the teacher or students. The purpose of this qualitative study was to determine the perceptions of building‑level principals regarding the effectiveness (i.e., increased teacher participation and quality) and efficiency (i.e., produces the required results) of the TEAM in regard to teacher evaluations. This study examined the predictive accuracy of family and community demographic variables found in the U.S. Census data on the percentage of students at the school level who scored Proficient or above on the NJ ASK 6 and 7 Mathematics section when controlling for teacher mobility and level of teacher education. Analysis included simultaneous multiple linear regression and hierarchical linear regression. This study looked at 100% of the New Jersey school districts with complete sets of 2010 NJ ASK 6 and 7 data and 2010 census data and tested at least 25 students in each grade level. The recent Massachusetts Educator Evaluation Regulations (CMR 35.00) articulates goals that include growth and improved performance by teachers. Despite this stated goal, however, it is unclear if the policy is consistent with transformational leadership, which has shown correlation with growth and performance. In fact, the policy may instead bring about unintended consequences associated by some with evaluations in general, such as promoting “inspectional and fault finding supervision . . . [that] has serious consequences for the improvement of teaching and student achievement” (Glanz, 2005, p. 3).
