This study examined the persistent problem of practice that ELLs are not identified for gifted programs at the same rate as their native English-speaking peers. The purpose of this research study was to investigate the relationship among English language proficiency levels and general intellectual ability of English language learners for gifted identification. In this study English language proficiency and general intellectual ability were defined as the performance on the ACCESS for ELLs language proficiency test and the performance on the NNAT Nonverbal Ability Test respectively. The disproportionality of culturally and linguistically diverse learners in exceptional education is an ongoing issue (Bernal, 2002; Ford, 2012). One of these special populations is that of English learners (ELs), who are overrepresented in special education programs and underrepresented in gifted and talented programs (Ford, 2012).The extant literature suggests that a rapid rate of growth in English language proficiency (ELP) may be one of the characteristics used to indicate giftedness in English learners (Brulles, Castellano, & Laing, 2011; Harris, Plucker, Rapp, & Martinez, 2009). Current trends in gifted education research suggest the importance of identifying, developing, and nurturing the talent and potential of gifted learners in addition to recognizing high ability through intelligence testing. However, despite decades of work to decrease the achievement gaps, increasing excellence gaps, the disparity between the highest levels of student achievement from White, affluent backgrounds and the top-performing students from minority or low income backgrounds, remains a problem (Plucker & Callahan, 2014). Elementary Teachers' Perceptions Of Giftedness: An Examination Of The Relationship Between Teacher Background And Gifted Identification, Susan D Bishofberger

Two hundred and eighty-one teachers participated in an online survey which investigated the relationship between teacher background and the use of student characteristics as indicators of giftedness. Teachers’ global perceptions of giftedness as they related to background characteristics were also examined.
Nine teacher characteristics were examined and included: educational background, years of teaching experience, gifted education preparation, SES of origin, perceived similarities to students, diversity in classrooms, school locale, Title 1 school status, and percentage of students eligible for the federal free or reduced-price lunch program.

There have been three national reports addressing giftedness: Education of the Gifted and Talented: Report to the Congress of the United States by the U.S. Commissioner of Education (1972) AKA the Marland Report; The National Report on Identification: Assessment and Recommendations for Comprehensive Identification of Gifted and Talented Youth (1982) AKA the National Report on Identification; and National Excellence: A Case for Developing America's Talent (1993) AKA National Excellence.
