The assessment of model fit in latent trait modelling, better known as item response theory (IRT), is an integral part of model testing if one is to make valid inferences about the estimated parameters and their properties based on the selected IRT model. Instances of information communication technology project failure are being recorded in Nigeria. This paper focuses on a design-reality gap to assess the selected information communication technology (ICT) projects in federal universities, South West of Nigeria. We determine the success and failure rates of the selected ICT projects based on the design-reality gap model dimensions: information, technology, processes, objectives and values, staffing and skills, management systems and structures. The outcome of the study showed that, of all the ICT E-library projects assessed, only FUTA E-Library was a success, while the rest E-Library projects were partial failures and only FUNAAB E-Library project …

The article discusses salient factors that influence the current context within which homeschooling occurs. Individual states have applied various approaches to establish regulations that both preserve the rights of homeschooling parents and fulfill the state’s obligation to ensure that its residents receive the education to which they are constitutionally entitled. Case and ethnographic studies or research involving small and selected samples often appear in outlets associated with homeschool advocacy groups or in outlets that are not mainstream. The study assessed the legal depository practices of the National Library Nigeria (NLN) and compliance of publishers and authors with legal deposit obligations. Three objectives guided the study. Descriptive survey design was adopted for the study. The instruments for data collection comprised questionnaire and checklist. A combination of purposive and complete census sampling techniques were used for data collection. For data analysis, the study adopted descriptive and inferential statistics, using mean and standard deviation, simple percentage was used for the observation checklist, while the null hypothesis was tested at 0.05 degree of significance using ANOVA. The 3PL model is a flexible and widely used tool in assessment. However, it suffers from limitations due to its need for large sample sizes. This study introduces and evaluates the efficacy of a new sample size augmentation technique called Duplicate, Erase, and Replace (DupER) Augmentation through a simulation study. Data are augmented using several variations of DupER Augmentation (based on different imputation methodologies, deletion rates, and duplication rates), analyzed in BILOG-MG 3, and results are compared to those obtained from analyzing the raw data.
