Charter schools can have their charters rescinded if they fail to meet performance metrics, which are often specified in the charter. In some states, however, charters must meet inflexible, standardized performance standards to survive. Through the lens of public choice theory, we hypothesize that charters that were established by African Americans and those which serve more African American students are more likely to close, and that state-imposed standardized closure rules exacerbate these inequities. Analyses using charter petitions (n=925) and National Center for Education Statistics data since 2010 (n=5,548), tend to confirm hypotheses: The percentage of African American ...

A Collective Case Study Understanding The Barriers To College Access Facing Low-Income African American Male High School Graduates, Emmanuel Schuller Cherilien
Doctoral Dissertations and Projects
The purpose of this collective case study was to understand the barriers to college access facing low-income African American males in the northeastern region of the United States. This study employed a qualitative methodology approach involving 10 low-income African American high school graduates from two states. The theoretical framework that guided this study was critical race theory. The central research question was: What are the barriers to college enrollment for low-income African American male high school graduates? The data collection methods consisted of semi-structured interviews, document analysis, and a focus group. The data analysis process involved open coding, axial coding ...

Power is enacted to oppress others, pursue wellness, or resist oppression. For Black people, societal and relational oppression influences racialized and gendered expressions of power within sexual encounters. The current study analyzed power dynamics within Black university students' first and most recent sexual encounters. Using narrative inquiry within a critical paradigm, five narrative strategies were identified within participants' interviews: 1) Offering a Peek into Powerlessness, 2) Detailing Disempowerment, 3) Privileging Stereotypical Power, 4) Reclaiming Power, and 5) Emphasizing Empowered Sex. Racialized, gendered sexual socialization among Black students is discussed. Counseling considerations to increase sexual wellness for Black people are explored.

Choice Without Inclusion?: Comparing The Intensity Of Racial Segregation In Charters And Public Schools At The Local, State And National Levels, Julian Vasquez Heilig, T. Jameson Brewer, Yohuru Williams
Educational Policy Studies and Evaluation Faculty Publications
We conduct descriptive and inferential analyses of publicly available Common Core of Data (CCD) to examine segregation at the local, state, and national levels. Nationally, we find that higher percentages of charter students of every race attend intensely segregated schools. The highest levels of racial isolation are at the primary level for public and middle level for charters. We find that double segregation by race and class is higher in charter schools. Charters are more likely to be segregated, even when controlling for local ethnoracial demographics. A majority of states have at least half of Blacks and a third of ...

Black And Latino Fathers Of Students With Autism: Culturally Responsive Support, Michael D. Hannon, Kaprea F. Johnson, Nicole A. Christian, Lachan V. Hannon
Counseling & Human Services Faculty Publications
Perspectives from five Black and Latino fathers of students with autism are shared from this qualitative pilot study. The fathers were asked to describe the most helpful forms of support from school counselors. One-time, semi-structured interviews were conducted and interpreted with the thematic analysis method. Results suggest support from other parents, and specifically from other fathers, with shared experiences is most helpful. Recommendations for school counseling practice and research are shared.

Back To Africa In The 21st Century: The Cultural Reconnection Experiences Of African American Women, Marcia Tate Arunga
Dissertations & Theses
The purpose of this study is to examine the lived experiences of 18 African American women who went to Kenya, East Africa as part of a Cultural Reconnection delegation. A qualitative narrative inquiry method was used for data collection. This was an optimal approach to honoring the authentic voices of African American women. Eighteen African American women shared their stories, revelations, feelings and thoughts on reconnecting in their ancestral homeland of Africa. The literature discussed includes diasporic returns as a subject of study, barriers to the return including the causes of historic trauma, and how Black women as culture bearers ...

No Rest For The Weary: The Weight Of Race, Gender, And Place Inside And Outside A Southern Classroom, Barbara Harris Combs
No Rest For The Weary: The Weight Of Race, Gender, And Place Inside And Outside A Southern Classroom, Barbara Harris Combs
Clark Atlanta University Faculty Publications
In this article, I reflect on my lived experience as an African American woman teaching in the racialized and gendered context of a predominantly white institution (PWI) in the Deep South. I use the context of a southern campus in the Deep South to provide insight into the ways place, race, and gender continue to shape experiences of people of color and in so doing highlight the fallacy that the United States is a colorblind or post-racial society. To do so, I utilize counter-storytelling—a tool advanced by critical race theory (CRT) scholars; while CRT is useful to understand the ...
