This report presents some early evaluation evidence on the effectiveness and impact of the implementation of the Maine Learning Technology Initiative (MLTI). The goal of the Year One evaluation, which is being conducted by the Maine Education Policy Research Institute (MEPRI), is to provide policymakers and practitioners with information that will assist them in determining whether or not, and to what degree, the vision and goals of the MLTI are being achieved. The Year One design is focusing primarily on the students who entered seventh grade in September 2002, and their teachers and schools.

It is acknowledged in the literature and in professional practice that there are "gaps" between the theory of pre-service teacher education and the realities of classroom practice. The report from the 2002 National Meeting of Professional Educators identified tensions between theory and practice and suggested that teachers were "living these out in everyday learning environments" as a "creative tension" (Cumming, 2002, p. 3). We believe the challenge for teacher educators is to assist beginning teachers in making links between pedagogical theory they have accrued in their pre-service training and practice they are attempting to put into place in their classrooms. …

Recent developments about cognitions underlying mathematical learning are beginning to suggest that the activation and appropriate use of prior knowledge by students is, to a large measure, controlled by the quality of organisation of that knowledge. Thus, teaching needs to support the construction of well-connected mathematical knowledge. An important assumption here is that teachers need to construct a repertoire of subject-matter knowledge that is rich and well connected before they can help their students build similar mathematical knowledge. This paper proposes that many of the questions surrounding high stakes testing being debated today are important, yet fall short of moving teachers, parents, students, administrators and legislators to think deeply about how optimal teaching and learning can be achieved in a high stakes testing environment. Finally, the high stakes testing debate is viewed, to borrow a term from Bruner, as a "sea of stories" in which the stakeholders see the same things, but come away with remarkably differing stories of what is happening (1996, p. 147). Aboriginal students have the right to access the same education that is available to non-Aboriginal children in Australian schools. At present, Aboriginal children have access to, the same curriculum that non-Aboriginal students have access to but it may not empower them. This might be for a variety of reasons: their different starting points, learning styles, underlying issues which are impediments to learning, and in particular, their previous experiences may not be understood by their classroom teachers.
