Building Capacity For Education Reform, Jennifer O'Day, Margaret E. Goertz, Robert E. Floden

Discussions of capacity should be broadened to include factors such as the relationships between individual, or teacher, capacity and the abilities of schools, and districts to accomplish standards-based, or systemic, reform. This brief provides a framework for thinking about capacity and suggests ways that systemic reform strategies could help increase capacity. It also describes how two such strategies - professional development and state assessment - were used to enhance educational capacity in states examined by CPRE.

Sex And Race Differences In Faculty Salaries, Tenure, Rank, And Productivity: Why, On Average, Do Women, African Americans, And Hispanics Have Lower Salaries, Tenure, And Rank?, Michael T. Nettles, Laura W. Perna

This study examined the status and conditions of salaries, tenure, rank attainment, and productivity of men and women college faculty and faculty of each of five racial groups. It is based on a subset of data on 8,114 faculty members drawn from the 1992-93 National Study of Postsecondary Faculty. The results, based on descriptive and multivariate analyses, indicate that, even after controlling for experience, education, productivity, and institutional characteristics, women received 11.3 percent lower salaries than men, had lower probabilities than men of being tenured, and were less likely than men to be full professors. A theory of thematic curriculum emerged during the development of a unit on pets, entitled Pets & Me. The unit was designed through a school/university partnership for children pre-school to grade 5. Analysis of data collected during the unit's development and field tests supports a dynamic view of curriculum that challenges policy makers to rethink policies that begin from a view of curriculum as a static list of "facts" to be learned or "topics" to be mastered.
