This paper looks at the different norms of practice between mathematics teachers in two countries, Kazakhstan and England. These differences pose challenges and opportunities for the implementation of a new secondary curriculum in Kazakhstan; a curriculum that has been shaped by and is grounded in prevailing practice in English educational system. The paper draws on survey data from the 2011 TIMSS exercise and relates it to our observations of classrooms in Kazakhstan over the last 5 years. A decade ago, Hornberger & Johnson proposed that the ethnography of language planning and policy (ELPP) offers a useful way to understand how people create, interpret, and at times resist language policy and planning (LPP). They envisioned ethnographic investigation of layered LPP ideological and implementational spaces, taking up Hornberger's plea five years earlier for language users, educators, and researchers to fill up and wedge open ideological and implementational spaces for multiple languages, literacies, identities, and practices to flourish and grow rather than dwindle and disappear. In an approach inspired by portraiture and ‘history in person,’ this paper portrays three women Indigenous language activists engaged in language reclamation, highlighting the mutually constitutive nature of language and the enduring struggles of Indigenous peoples that are crucibles for forging their identities. Governing bodies can and should play essential roles in advancing a glocal agenda. Governance is essential because glocal work is strategic, includes an accountability dimension and relies on the talents and perspectives governance participants can bring to the university. Boards should leverage their traditional oversight and accountability functions and their strategic work. However, to be most useful in this work, boards should also add a leadership function, in which they make sense of a dynamic environment and raise key issues for the university to address.

Higher Education Internationalization In The Context Of Ongoing Economic-Political Transitions: Insights From Former Soviet And Eastern Bloc Nations, Kata Orosz, Laura W. Perna

In this introductory essay to the special issue, we discuss the importance of regional and national contexts for understanding internationalization of higher education and provide contextual information about the cluster of former Soviet and Eastern bloc nations. Drawing from findings from the three studies included in this special issue, we also identify themes that may characterize the internationalization of higher education in former Soviet and Eastern bloc nations. We conclude the essay by discussing the value of comparative research on internationalization of higher education and identifying directions for future research.

Despite sharing a cultural and historical background with South Koreans, North Korean defectors have difficulty integrating within South Korean society. This paper seeks to address the factors in South Korean society that make integration difficult for defectors. This study utilizes qualitative research methods to explore the human capital benefits of one government-sponsored international scholarship program — Kazakhstan's Bolashak Scholars Program — and how program characteristics and other forces promote and limit these benefits. The findings raise a number of questions for policymakers, administrators, and researchers about how a government-sponsored international scholarship program should be structured so as to maximize human capital develoment for individuals and the sponsoring nation.

South African higher education is at a critical juncture in the implementation of South Africa’s multilingual language policy promoting institutional status for nine African languages, English, and Afrikaans. In recent years, the advent of low-cost digital and mobile devices has led to a strong expansion of social interventions, including those that try to improve student learning and literacy outcomes. Edward Miguel and Michael Kremer Pioneered a new kind of development research in their 2004 study of a school deworming program in Kenya. Their experimental design incorporated the random assignment of primary school students to either a treatment or a control group for receiving medicine to eliminate intestinal parasites. Findings revealed significant benefits to the treatment group in not only improved health but also lowered school absences (Miguel and Kremer 2004). Facility with a country’s dominant language, a key form of linguistic capital, has a role to play in processes of social stratification and mobility, and this role is poorly understood. We have sought, in this paper, to explore access to this form of linguistic capital, and the implications of possessing linguistic capital, for a group of young adults who have been historically disadvantaged: rural young adults in western minority areas.
