Students participating in this LSAY cohort were originally sampled in 1998 from 296 schools nationally. In 1999, the schools from which the original sample of students was drawn took part in a survey to collect information about the features and programs of schools, as well as features of teachers and teaching, which might influence the progress of students in their school and in their later work careers. The survey involved two questionnaires: (1) a school questionnaire to be completed by the principal (or other school representative) and (2) a questionnaire to a sample of ten Year 10 teachers. Non-completion of school in Australia is the concern of this report. Non-completion refers to the numbers of young people who do not complete Year 12. It includes the young people who do not continue at secondary school beyond Year 10 and Year 11 as well as those who leave during Year 12 without obtaining a Year 12 certificate. This is a broader category than the one associated with the term ‘early school leavers’ which is often restricted to young people who leave by the end of Year 10. The ACER Longitudinal Literacy and Numeracy Study is set within the conceptual framework of developmental assessment. This paper describes work done on the development of a numeracy scale, and demonstrates how the progressive achievement of the LLANS cohort of students can be reported on that scale and subscales.

The 1998 Year 9 Cohort (Y98) In 1998, a nationally representative sample of approximately 14,000 Year 9 students was selected to form the second cohort of the Longitudinal Surveys of Australian Youth. The sample was constructed by randomly selecting two Year 9 classes from a sample of schools designed to represent state and sector. Reading and numeracy tests were administered to students in their schools to provide information on early school achievement for use in later analyses of educational and labour market participation. Choices that are in the subjects studied in senior secondary school influence differences in access to higher education, vocational education and training, and to labour market outcomes. Previous studies have shown that students from higher socioeconomic backgrounds, those from private schools, high early school achievers and students from non-English speaking backgrounds are more likely to participate in the courses that are avenues to higher education and the professions. Students from disadvantaged backgrounds tend to participate in courses that lead to vocational education and training or more often to entry into the labour market without any further formal education or training. …

This technical paper describes the weighting procedure developed for analysis of the first five (1995-1999) waves of the 1995 Year 9 sample (Y95) of the Longitudinal Surveys of Australian Youth (LSAY) study. The weighting procedure addresses three issues: (a) The original sample used a disproportionate stratified design. Students from States and Territories with smaller numbers of Year 9 students were oversampled and students from States with larger numbers of Year 9 students were under-sampled. Since early 1999 the World Bank has funded a series of projects that seek to improve the Vietnamese primary education system. On Saturday 8 May 1999 the Ministry of Education and Training (MOET) contracted the Australian Council for Educational Research (ACER) to provide professional advice as part of the Preparation of Primary Teacher Training Project. This paper outlines the background to the ACER Longitudinal Literacy and Numeracy Study (LLANS), the general methodology, and the scope and nature of the data to be collected. A description is then given of the process by which achievement data will be reported. The study has been designed to follow the literacy and numeracy development of a national sample of students throughout the years of primary schooling. The study commenced in 1999 with children at the beginning of their school lives and runs for seven years.

Large-scale assessment programs have an important role to play in providing dependable information for educational decision making by policy makers, system managers, school leaders, teachers and parents. But these programs - which include international achievement studies, national surveys and system-wide tests - also convey powerful messages about the kinds of learning valued by educational authorities and can have a profound impact on teaching and learning, particularly if results are reported and compared publicly.
