Early childhood education (ECE) in Australia will soon experience a ‘radical makeover.’ In 2008, all Australian governments made a commitment through the Council of Australian Governments (COAG) that by 2013, all children in the year before formal schooling will have access to high quality early childhood education programs delivered by degreequalified early childhood teachers, for 15 hours per week, 40 weeks of the year, in public, private and community-based preschools and child care. Halting The Race To The Bottom: Urgent Interventions For The Improvement Of The Education Of English Language Learners In Massachusetts And Selected Districts, English Language Learners Sub-Committee, Massachusetts Board Of Elementary And Secondary Education

Massachusetts students of limited English proficiency do better academically than students of limited English proficiency in other states. But relative to other students in the state, students of limited English proficiency in Massachusetts face a disadvantage greater than that faced by their peers in most states. This suggests that while the overall higher levels of education in the state benefit LEPs in Massachusetts relative to LEPs who attend schools in states where the quality of education is lower, current policy and practice leads to significantly greater inequality in this state. This is the first report from the evaluation of Generations II and III of the Workforce Innovations in Regional Economic Development Initiative... This interim report presents baseline information from all 26 regions. It reflects the status of regional activities as of the summer of 2008, when many regions were in the initial stage of implementation. Thus, the report focuses on the development of partnerships, governance arrangements, and the design of decision-making processes. An Analysis Of The Impact Of Charter Schools On Desegregation Efforts In Little Rock, Arkansas, Nathan C. Jensen, Gary W. Ritter

The aim of this report is to address the challenge by the Little Rock School District (LRSD) that open-enrollment charter schools in Pulaski County (PC) are impeding the efforts of the three PC school districts (Little Rock, North Little Rock (NLRSD), and Pulaski County Special (PCSSD)) to become racially integrated. A key motivation for this analysis is the ongoing debate about how expanded school choice, in this case charter schools, impacts racial segregation. Critics of charter schools argue that these schools lead to greater racial segregation, whereas proponents of charter schools suggest that there is no necessary link between racial …

This summer, Dr. Ken James announced his resignation as Education Commissioner at the Arkansas Department of Education (ADE). Dr. James’ last day was June 30, 2009 and Diana Julian stepped in as interim commissioner. Today, Governor Mike Beebe announced Tom Kimbrell as his choice for the next commissioner. As we await the official appointment of the new commissioner, the OEP felt it was appropriate to highlight Dr. James’ contributions to Arkansas education.

The federal Race to the Top is a national competition between states intended to support education reform and innovation in classrooms. States at the forefront of school reform are eligible to compete for $4.3 billion in Race to the Top grants. Since this is a competitive grant, it is possible that some states will not receive awards, and President Obama assures that “politics won’t come into play.”

In response to the No Child Left Behind Act of 2001, state departments of education, including the Arkansas Department of Education (ADE), established rules to define a “highly qualified” teacher (HQT). While the spirit of this provision is clear and reasonable, the devil is, of course, in the details. That is, what exactly does highly qualified mean? Observers had good reason to be suspicious early on when many states claimed to have 95% or more of teachers being highly qualified. The Institute Brief Series, Institute for Community Inclusion

The Individuals with Disabilities Education Act, last amended in 2004 (IDEA 2004), encourages parents and educators to work collaboratively, emphasizing that as a team they are uniquely suited to make decisions that help improve the educational experiences and outcomes of children with disabilities. The Advancing Parent-Professional Leadership in Education (APPLE) Project was funded to develop the leadership skills of parents individually and within their communities. The project took place in Massachusetts, where school districts are required to have a special education parent advisory council (SEPAC).

Putting "Teaching To The Test" To The Test: Is This Really A Problem In Arkansas?, Stuart Buck, Gary W. Ritter

Arkansas’s state standardized tests have changed over the past few years. Since the ACTAAP legislation of 1999, Arkansas students have taken criterion-referenced Benchmark Tests based on the state’s curricular standards along with national norm-referenced exams each year. Prior to 2004, students in grades 4, 6, and 8 were administered the Benchmark tests in Mathematics and in English Language Arts. Starting in 2005, the odd-numbered grades were added so that students in grades 3-8 took the week-long Benchmark tests, in accordance with the requirements of the federal No Child Left Behind act.

This study focuses on the academic experience of English Learners (ELs) in Boston’s public schools in the year before and in the three years following the implementation of Referendum Question 2. In 2002, this referendum spelled an end to Transitional Bilingual Education (TBE) as the primary program available for children requiring language support in Massachusetts public schools, replacing it with Sheltered English Immersion (SEI).
