In an effort to improve educational opportunities for all students, Arkansas has made education reforms in many areas over the past three years. The Office for Education Policy (OEP) recently distributed a confidential survey to superintendents across the state to see what kinds of successes districts are having as a result of these reforms and what challenges they still face. OEP also asked superintendents about teacher quality and supply issues in their districts, particularly in light of No Child Left Behind’s (NCLB) requirement that all schools be staffed with “highly-qualified teachers.”

After the 85th General Assembly adjourned in April 2005, the Rogers School District, along with 48 other districts, filed a motion to the state Supreme Court to reopen the landmark Lake View school funding case, accusing the legislature of failing to increase school funding for the 2005-06 school year (see Policy Brief 17). The Supreme Court agreed and on June 9, 2005, reappointed former Justices Bradley D. Jesson and David Newbern as Special Masters to assess the plaintiffs’ claims. History instruction is a means of disseminating political and cultural “truth” in societies all over the world. History occupies only a small space in the educational schemes that socialize and politicize children to their societies, but it could be argued that it plays a disproportionate role in these processes. In societies with contentious historical records and/or histories of conflict, it is particularly important to examine the role that history instruction does in fact play, as it can have positive or disastrous consequences over the long term. Explicating Factors That Foster Civic Engagement Among Students, Masami Nishishiba, Hal T. Nelson, Craig Shinn

This paper investigates many facets of civic engagement by analyzing how college undergraduate students conceptualize civic engagement and by examining factors that predict greater student involvement in political, social, and community affairs.We administered a survey to college students at the beginning of fall, winter, and spring terms, 2001-02.We analyzed survey responses using a structural equation modeling (SEM) technique. The analysis examines how expectations of community and political efficacy, attitudes regarding citizen control of government, and attitudes toward diversity relate to the students’ civic engagement behaviors such as monthly volunteer hours, organizational participation, advocacy, voting, direct political action, and action to …

Unintended Consequences Of Property Tax Relief: New York's Star Program, Tae Ho Eom, William Duncombe, John Yinger

Center for Policy Research

New York’s School Tax Relief Program, STAR, provides state-funded property tax relief for homeowners. Like a matching grant, STAR changes the price of public services, thereby altering the incentives of voters and school officials and leading to unintended consequences. Using data for New York State school districts before and after STAR was implemented, we find that STAR resulted in small increases in student performance along with significant decreases in the efficiency with which this performance is delivered and significant increases in school spending and property tax rates. These tax-rate increases magnify existing inequities in New York State’s education finance system.

Faced with growing resource constraints, many countries are grappling with the issue of how best to allocate resources to publicly funded universities. Quite a few governments have used manpower planning models to guide policies regarding university enrollments and resource allocation. These models typically derive educational enrollments from projected manpower requirements based on forecasts of economic growth. Recent public debate on university admissions policy in Singapore raises anew the question of the effectiveness of the manpower planning model that Singapore (and many other countries) relies on to guide university intakes. Would You Like Values With That?: The Role Of Chik-Fil-A In Character Education, Deron R. Boyles

I explore three main lines of inquiry: (1) the specifics of “Core Essentials” as a strategy for teaching character; (2) the role (and ironies) of private businesses influencing public school curricula; and (3) the assumptions inherent in the kind of teaching of character outlined by “Core Essentials.” Girding this inquiry is a concern about the problematic enterprise of teaching character, itself, as if it were an unquestionable domain. Lincoln, Nebraska, USA—HomeTown Competitiveness, a Nebraska initiative currently working in seven counties and communities in Nebraska, has been chosen as one of six recipients of grants provided through the W. K. Kellogg Foundation’s 75th Anniversary Entrepreneurship Development Systems for Rural America.

The $2 million award, over three years, was approved by the Kellogg Foundation Board of Directors meeting at Battle Creek, MI last month. More than 180 applications were received for the grants to develop six national models in rural entrepreneurship.

In the Lake View v Huckabee school funding lawsuit, the Arkansas Supreme Court found the state’s school funding system unconstitutional because it did not provide an “adequate and equitable” education to all students. In light of the court’s ruling, this paper addresses the adequacy of the Arkansas system by examining levels of expenditure, teacher salary levels, and school performance. Further, this paper highlights the level of equity within the state of Arkansas as compared to other states in the nation using the Federal Range Ratio, the Coefficient of Variation, and the McLoone Index.
