A critical issue facing central city Milwaukee residents is access to jobs -- jobs that are increasingly beyond the Milwaukee County bus lines. The spatial mismatch between available jobs and job seekers is most acute in low-income Milwaukee neighborhoods, where job seekers have outnumbered full-time openings by a gap of seven to one and only a third of unemployed job seekers have a valid driver's license. From 1998-2017 the University of Wisconsin-Milwaukee Employment and Training Institute conducted extensive employment research on the importance of a driver's license.

Under the leadership of Superintendent Darienne Driver, Milwaukee Public Schools introduced a bold initiative to address the driver’s licensing needs of MPS students through a Universal Driver Education program. This report describes the pilot project offering free driver education services to 257 students at four high schools in spring and summer of 2016. The project successfully targeted subpopulations identified as most in need of affordable driver education, including youth of color, students living in neighborhoods with high child poverty, and students from families with lower-income. The Milwaukee neighborhood indicators reports were developed by the University of Wisconsin-Milwaukee Employment and Training Institute with funding from the Greater Milwaukee Foundation and the City of Milwaukee to provide independent, timely and ongoing assessment tools to measure short-term and long-term progress toward improving economic and employment well-being of families in central city Milwaukee neighborhoods. The University of Wisconsin-Milwaukee Employment and Training Institute examined the driver’s license status of Wisconsin youth aged eighteen as of January 1, 2016, using license records from the Wisconsin Department of Transportation Division of Motor Vehicles. Only 30% of Milwaukee eighteen-year-olds had a driver’s license (probationary or regular), compared to more than twice that rate (66%) for eighteen-year-olds statewide. Stark differences were seen in Wisconsin driver’s licensing rates by race/ethnicity, neighborhood levels of child poverty, and zipcodes with concentrations of “working poor” families. The University of Wisconsin-Milwaukee Employment and Training Institute worked with the Wisconsin Department of Corrections and state Department of Public Instruction in the 1980s to improve educational programs at state correctional facilities incarcerating juveniles. In the 1990s ETI assisted the Milwaukee County Executive’s Youth Initiative to identify youth populations in need of intervention if future incarceration was to be prevented. From 2007 to 2016 ETI research and technical assistance focused on employment needs of Milwaukee County adult males who had been incarcerated in Wisconsin Department of Corrections (DOC) facilities.

The University of Wisconsin-Milwaukee Employment and Training Institute conducted research studies from 1994-2014 on access of African Americans and Latinos to equal employment opportunities for the City of Milwaukee, NAACP, Private Industry Council of Milwaukee County (MAWIB/Employ Milwaukee), Milwaukee Public Schools, Helen Bader Foundation, and Greater Milwaukee Foundation. The analysis focused on labor market issues for African Americans, Hispanics and other non-Caucasian populations as critical to addressing housing integration and economic concerns in local communities. This series of maps was prepared for Milwaukee Public Schools Superintendent Gregory Thornton along with the 2010-2011 school census conducted by the Employment and Training Institute. Maps detailed distributions of births by race/ethnicity, children receiving free and reduced price meals, students with exceptional education needs, children by age (in MPS, non-MPS public, and private schools), Spanish-speaking households, Hmong and Laotian speaking households, and locations of state-licensed childcare group and family centers. Student data were mapped for the home residence of enrollees in the eight MPS Montessori schools.

This paper summarizes the Wisconsin research that led to educational policy changes for the GED (General Education Development) high school equivalency credential and tracks the attempted reform of the GED credential in the 1980s, development of alternative instructional programs in the 1990s, and subsequent reestablishment of the GED in the state’s high schools. The Employment and Training Institute analyzed the city of Milwaukee annual birth data to assist planning by Milwaukee Public Schools Superintendent Gregory Thornton. A total of 106,767 children were born to mothers living in the city of Milwaukee over the ten-year period from 1999 through 2008. All race/ethnicity data refer to the mother’s identity. Annual births to Milwaukee residents remained stable at around the 10,500 level from 1999 through 2005, and then increased to 11,372 in 2007 and 11,131 in 2008. Under contract with the Waukesha-Ozaukee-Washington (WOW) Workforce Development, Inc., the Employment and Training Institute conducted a targeted survey of welder job openings and anticipated needs among fabricated metal product manufacturing firms and other large manufacturing employers in the seven-county region of Southeast Wisconsin. The Employment and Training Institute conducted a survey in May 2006 of employers in the Milwaukee Region for the Private Industry Council of Milwaukee County to determine job openings available for immediate hire. In Spring of 2000 the Employment and Training Institute conducted a follow-up study of Milwaukee Public Schools students who had graduated in June of 1999 to determine their employment and schooling activities. The parents and guardians of all graduates were sent an introductory letter from the MPS Superintendent explaining the purpose of the study along with a written survey form. Families not responding to the initial mailing were contacted by phone during April and May of 2000. This study tracked records on 142,755 students attending the University of Wisconsin-Milwaukee during the period Fall 1988 through Fall 2000. Student files were used to construct a longitudinal database tracking semester experiences, graduate information, and demographic data and matched against January 2000 Wisconsin Department of Transportation driver’s license data and Wisconsin Department of Workforce Development data on all employer-reported wages for Wisconsin companies, nonprofits, and government agencies. In 1984 the Employment and Training Institute embarked on a two-year study of the GED and its use in Wisconsin, at the request of State Superintendent Herbert J. Grover. The study explored the use of the GED credential by employers and post-secondary institutions in the state, the level of skills attained by GED holders, and the performance of GED holders in post-secondary education in the state. This technical assistance guide is designed as a convenient resource manual for Private Industry Councils and Service Delivery Area staff in implementing the youth employment competencies requirements of the federal Job Training Partnership Act (JTPA). The curriculum and set of competency tests developed by ETI originally for juvenile offenders in the Wisconsin correctional facilities (and adopted by the Wisconsin Job Training Coordinating Council for the state JTPA system) are available for use at low or no cost. Educational Follow-Up Study Of Juveniles Released From Ethan Allen And Lincoln Hills (1982), Lois M. Quinn

This follow-up study examined the educational experiences of 759 youth released during 1979 from Ethan Allen and Lincoln Hills Schools, Wisconsin’s two state correctional institutions for juveniles. Ethan Allen and Lincoln Hills school records for each youth were reviewed as well as transcripts from schools attended before and after release. (105 public and 16 private schools provided student transcripts to the Department of Public Instruction.) In addition, forty-three parole officers were contacted for further information on youth whose school records were in question.
