This study on student housing insecurity and homelessness was funded as part of a HUD FY2023 Community Project Funding Opportunity awarded to Portland State University. Phase 1 of the study, which led to this report by PSU’s Homelessness Research & Action Collaborative (HRAC), includes a literature review; a summary of PSU student survey results; a description of PSU programs based on interviews with staff and administrators; an analysis of programs at other institutions; and a set of recommendations for better addressing student housing needs. In this article, the authors (a faculty member and two former students) describe the trajectory that Portland State University has taken over its history to institutionalize transformative learning opportunities within its comprehensive general education program, University Studies. Following a description of the institutional changes that resulted in the community-based, experientially focused courses at the heart of University Studies, the authors explore one particular community partnership involving both a state agency and the national Inside-Out Prison Exchange Program, dedicated to offering transformative experiences in which incarcerated and non-incarcerated students learn together inside correctional facilities. Since implementation of the Network of Schools of Public Policy, Affairs, and Administration (NASPAA) standards for accreditation in 2009, public administration programs have been developing programmatic competencies that reflect NASPAA’s universal standards. Likewise, myriad efforts have analyzed data related to student and program progress toward achievement of these competencies. This article adds to that conversation by recounting the approach to assessing competencies used in the Department of Public Administration at Portland State University. Three civil engineering professors at the Oregon Institute of Technology (Oregon Tech) undertook a project during the 2014-15 academic year to develop a series of transportation-related graduate courses and to modernize Oregon Tech’s Traffic Engineering Laboratory. Courses were developed in the areas of transportation water resources, transportation structures and traffic engineering. At the completion of this project, Oregon Tech is now capable of increasing the number of students educated in three key civil engineering sub-disciplines that are directly related to transportation. Integrated multimodal transportation and land use planning is critical to advancing mode choice, public health and safety, and livability objectives. Communities across the U.S. are seeking to redefine their planning process accordingly. In response, university graduate urban planning and engineering programs are beginning to address multimodal planning and sustainable transportation, but most do not yet offer a robust curriculum on these topics. As sensors have become cheaper and more common, they have found an increasingly important role in transportation. However, curriculum to prepare students who will be working with these technologies as developers and planners has not developed at the same rate. The goal of this project was to develop a college course focused around sensors and smart transportation to be offered to undergrad and graduate students at the University of Oregon. This article profiles a partnership between the Living Cully ecodistrict and Portland State University’s Sustainable Neighborhoods Initiative. The case studies presented in this article explore how Living Cully leveraged PSU assets to advance their goals, highlighting successes and lessons learned. This article also addresses how the partnership was formed, what makes the partnership innovative, the role of interdisciplinary/intercommunity organizational strategies, and how the community partner commits to urban sustainability and social justice.

In an effort to leverage students’ positive community engagement experiences as they transition to and become alumni, Portland State University (PSU) embarked on a pilot “Continuing Engagement Program.” This article provides a rationale for this effort, an overview of the programmatic elements, lessons learned, and future engagement strategies. The authors situate the Community Engagement Program (CEP) in the current alumni engagement literature, share findings from the PSU program, and hope to inspire additional creative thinking and action to support alumni and other community members’ persistent engagement for positive community change.

In the past two decades, the literature on campus-community partnerships as core components of pedagogies of engagement has grown exponentially. In this article, the director and a longtime faculty member of Portland State University’s capstone program report on interviews conducted with ten faculty-community partner pairs, gleaning insights on both the challenges of and lessons learned through partnering. This research adds to the literature through its use of relational methods that bring the voices of interviewees to readers, revealing a depth of connection across the institutional divide.

This report begins with a review of the state of school facilities in Oregon and a summary of recent school bond successes and failures, followed by an overview of school capital funding policy since 2000. It includes a discussion of existing facilities financing options and two brief case studies showing that the availability of state subsidies and matching funds can influence local funding decisions. A brief summary of existing school facilities programs in Western states sets the stage for detailed presentation of the Task Force recommendations, funding formula, and proposed staffing for the Oregon School Facilities Program. Competency-based education has become the norm for professional graduate degree programs. This paper describes the development, implementation, and ongoing validation of a competency model designed for a multifaceted public administration program. The model is based on accreditation standards and competencies promulgated by NASPAA and CAHME, and reflects a unique focus on community-engaged pedagogies. A framework consisting of 10 competencies was implemented in 2011–12 and validated through feedback from stakeholders, alumni, field preceptors, and graduates. A two-dimensional matrix of content coverage and expected levels of competency attainment delineates the articulation of competencies, curriculum, and course content, and provides a framework for …

This paper investigates many facets of civic engagement by analyzing how college undergraduate students conceptualize civic engagement and by examining factors that predict greater student involvement in political, social, and community affairs.We administered a survey to college students at the beginning of fall, winter, and spring terms, 2001-02.We analyzed survey responses using a structural equation modeling (SEM) technique. The analysis examines how expectations of community and political efficacy, attitudes regarding citizen control of government, and attitudes toward diversity relate to the students’ civic engagement behaviors such as monthly volunteer hours, organizational participation, advocacy, voting, direct political action, and action to …

Higher education is being asked to pay more attention to student learning and to contribute to the enhancement of the social and economic conditions of the community it serves. As a result, educational institutions will no longer be self-contained. Community members and organizations have become not only critical partners in framing the goals and intentions of the educational reform movement, but they also have assets that must be tapped by educational institutions that wish to implement change and respond to social needs.
