O trabalho relata historia e analisa os conteudos de estudos do programa do Gymnasio Nacional (antigo Colegio Pedro II), proposta na reforma educacioal de 1899 de Epitácio Pessoa. A reforma retomou a idéia de um curso único para o Colégio, abolindo, assim, os cursos Clássico e Realista do plano anterior. Reduziu de sete para seis anos o curso secundário, seguindo a orientação do Curso Clássico de curriculo de 1898, ao mesmo tempo defendendo estudos de caráter pratico e utlitario, e nao so propadeutico. A standard natural rights argument for libertarianism is based on the labor theory of property: the idea that I own my self and my labor, and so if I "mix" my own labor with something previously unowned or to which I have a have a right, I come to own the thing with which I have mixed by labor.
