Researcher mobility is an important form of cross-border education (CBE). It has the potential to generate significant benefits for economies as expert scholars and scientists come together to solve some of the most pressing challenges in the contemporary world. Among members of the Asia-Pacific Economic Community (APEC) researcher mobility can strengthen ties between economies and enable the minimisation of barriers to economic growth and sustainability. There are not currently any comparable or rigorous data available on researcher mobility among APEC economies. This report presents findings of a study of the policy context around higher education institution (HEI) mobility in eight APEC economies – China, Indonesia, Malaysia, Mexico, Peru, the Philippines, Singapore and Viet Nam. The report provides insights into different policy contexts gathered from desktop research and from interviews with 68 participants. These all had direct involvement in HEI mobility in the eight economies in the study, including through senior positions in ministries of education, in bodies aligned to ministries, in accreditation and quality assurance agencies, and in foreign and local HEIs. This chapter critically discusses the key characteristics and ideological assumptions of neo-liberal education policy, and its impact on curriculum reform in China. To illustrate the adoption and consequences of neo-liberal education policy in China, this chapter focuses on recent curriculum reform in Shanghai. It is argued that there is a shift, through the implementation of neo-liberal education policy, from a “one-size-fits-all” educational model to one that focuses on individual interests and needs in China. Girls’ Schooling Empowerment In Rural China: Identifying Capabilities And Social Change In The Village, Vilma Seeberg

This study is explicitly anchored in an emerging grounded paradigm, the human development capability approach, and proposes its elaboration using empowerment as a perspective, in this case, on the education of excluded village girls. The person-centered development imperative of the empowerment-capability approach provided the conceptual tools that brought together a holistic observation of social location, subjectivities, agency, achievements and transformative change. Seeking to explain village girls' demand for schooling, the work identifies intangible and instrumental capabilities often unrecognized and "their indirect role through influencing social change" (Sen 1999, 296) contributing grounded findings on the concept of empowerment. This study investigates the incentives for labor migration of youth in rural China using panel data from the Gansu Survey of Children and Families, a longitudinal study of youth in rural Gansu Province of China. We investigate the individual and altruistic economic motivations featured prominently in demographic and economic research on migration. However, we propose that the non-economic goal of personal development, a motivation suggested in numerous qualitative studies of women migrants in China and elsewhere, is also important, especially for young migrants. This paper reviews Chinese- and English-language literature on ethnic minorities and education in China. Six major research topics emerge from the Chinese-language research: (1) Marxism and ethnic minority education; (2) patriotism and national unity in education for ethnic minority students; (3) multicultural education; (4) determinants of ethnic differences in education; (5) school facilities and teacher quality; and (6) preferential / affirmative action policies. Four research themes are identified from the English-language literature: (1) policy overviews; (2) education and ethnic identity; (3) incentives and disincentives for buy-in to the education system; and (4) educational stratification. China: From 2007-2008 as part of a collaborative research project funded by the ASIANetwork, VU and the VLACD, 5 VU students (2 chemistry, 1 biology, 1 environmental science, and 1 civil engineering) spent 3 weeks in Zhejiang province, China and 7 additional weeks in northwest Indiana comparing and contrasting water quality issues and attitudes in the two regions.
