This paper will describe in a comparative perspective the extent to which young people endorse freedom of movement and equal rights and opportunities for immigrants, both across countries as well as with results from the previous ICCS survey in 2009 (Kerr, Sturman, Schulz, & Burge, 2010).
The analyses presented in this paper will be based on surveys of lower-secondary students (13-15 years of age) across 14 European countries participating in ICCS 2016. ICCS 2016 was the second cycle of the IEA Civic and Citizenship Education Study (ICCS). ICCS studies the ways in which education systems from around the world prepare young people to undertake their roles as citizens in society. In Latin America, this area of learning is set within particular challenges and contexts. Compared to established Western democracies, most countries in this region returned to democratic rule only three or four decades ago or even more recently, and their political, social, and economic stability continues to be called into question. Literacy in information and communication technology (ICT) is critical to students as they progress through schooling and enter a world in which information technology will be ubiquitous. Work, health care, family finances, learning and social interaction will all depend on competence in ICT. To assess progress in this crucial part of student learning, ACARA conducts a National Assessment Program (NAP) aimed at measuring ICT literacy. In 1999, the State, Territory and Commonwealth Ministers of Education, meeting as the tenth Ministerial Council on Education, Employment, Training and Youth Affairs (MCEETYA), agreed to the National Goals for Schooling in the Twenty-first Century. This report presents the findings of the 2013 National Assessment Program – Civics and Citizenship (NAP – CC) and is conducted under the auspices of the Standing Council on School Education and Early Childhood (SCSEEC) Education Council. The International Computer and Information Literacy Study (ICILS) studied the extent to which young people have developed computer and information literacy (CIL) to support their capacity to participate in the digital age. ICILS systematically investigated differences in CIL outcomes across the participating countries and looked at how these countries provide CIL-related education. The study also explored differences within and across countries with respect to the relationship between the outcomes of CIL education and student characteristics and school contexts. This chapter describes the procedures that were used to report the population estimates in the ICILS 2013 publications. It starts with a description of the replication methodology used to estimate sampling variance, followed by an outline of how the imputation variance of students’ computer and information literacy (CIL) was computed. The subsequent section outlines the procedures for conducting significance tests of differences between country and subsample means or percentages.

The International Civic and Citizenship Education Study (ICCS 2009) investigated the ways in which countries prepare their young people to undertake their roles as citizens. It studied student knowledge and understanding of civics and citizenship as well as student attitudes, perceptions, and activities related to civics and citizenship. ICCS also examined differences among countries in relation to these outcomes of civic and citizenship education, and it explored how differences across countries relate to student characteristics, school and community contexts, and national characteristics. The International Civic and Citizenship Study (ICCS) is the third lEA project investigating the role of schooling in preparing young people for their roles as citizens in society. The first study in this area began in 1971. The second Civic Education Study was undertaken in 1999.
