This report provides a detailed analysis of the financing of Technical and Vocational Education and Training (TVET) in Solomon Islands. The report forms part of the study Research into the Financing of TVET in the Pacific initiated through Australia’s aid program in 2012. The study aims to produce, in conjunction with host country governments and TVET stakeholders, a comprehensive empirical analysis of the systems for financing TVET in seven Pacific countries (Fiji, Kiribati, Papua New Guinea, Samoa, Solomon Islands, Tonga and Vanuatu), identify key financing issues, and identify directions through which future financing for TVET could be made more efficient …

Public education accountability rests almost exclusively with schools rather than governments. This paper explores its three dimensions: economy, efficiency, and effectiveness. Performance indicators of these dimensions were developed which facilitated testing of significant differences in means over time using analysis of variance. Only salary and wage expenditures per instruction personnel exhibited greater economy. Instructional equipment per pupil was related to increased efficiency. Several indicators suggested enhanced effectiveness. Student/teacher ratio declined and top performers in public schools improved in achievement. Graduation rate, an indicator of achievement and participation, significantly rose in recent years. In summary, several effectiveness indicators revealed encouraging trends …

Using data from seven cohorts of language immersion lottery applicants in a large, urban school district, we estimate the causal effects of immersion on students’ test scores in reading, mathematics, and science, and on English learners’ (EL) reclassification. We estimate positive intent-to-treat (ITT) effects on reading performance in fifth and eighth grades, ranging from 13 to 22 percent of a standard deviation, reflecting 7 to 9 months of learning. We find little benefit in terms of mathematics and science performance, but also no detriment. By sixth and seventh grade, lottery winners’ probabilities of remaining classified as EL are three to …

Contraction of educational systems can be a policy response to shrinking school-age cohorts. In China, fertility decline and unprecedented population outmigration have eroded school-aged populations in some rural communities, and a national policy to consolidate educational infrastructure in sparsely-populated rural districts was implemented in the early 2000s. This paper capitalizes on a unique household and village economic survey implemented in 2011 among households in 751 villages across 7 provinces in western China that collected information about primary school closures. 217 villages had school closures after 1999.
