This essay introduces and excerpts my Demographic Change and the Demand for Higher Education, published by Johns Hopkins University Press. The book reflects Lynn Steen's vision of quantitative reasoning as more to do with the quality of thought than the impressiveness of the mathematical tools involved. The excerpt lays out the basic demographic challenge facing higher education and how a refinement of simple headcount forecasts can support institutions of higher education as they make preparations.

The goals of higher education are a population of extreme variability in expertise, a diffusion of specialized knowledge across disciplinary boundaries, and production of strong K-12 teachers. Promoting these three goals has implications at all granularities, from the pedagogy of an individual college professor to the incentives and policies that shape systemic change.

The percentage of American institutions with a Writing Across the Curriculum (WAC) program grew from 38% to 54% over the 20-year period from 1987 to 2008. Meanwhile the trajectory of the numeracy movement from publication of the popular book Innumeracy in 1988 to the appearance of Numeracy in 2008 was similar to the trajectory of the WAC movement from the publication of “Why Johnny Can’t Read” (1975) to the appearance of the first WAC journal in 1994.
