Despite ongoing delivery of teacher professional development (PD), educational leaders in the local district did not have an objective evaluation whether their implementation of the Marzano causal teacher evaluation model and the iObservation tool training were aligned with accepted national standards for PD effectiveness. Using Vygotsky's constructivist theory as the theoretical framework, the purpose of this quantitative descriptive, correlational study was to describe teachers' perceptions of the alignment of the district's PD with national standards and the relationship between teachers' reported self-efficacy and attitudes toward the PD program. An alternative high school campus in the State of Georgia introduced a new program to support academic growth and engagement among at-risk students. This program, the APEX program, merges technology with content to provide students with self-paced learning facilitated by teachers with the objective of improving test scores, course completion, and graduation. The study school in Bibb County, Georgia had a passing rate of approximately 60% on 9th grade literature and composition End of Course Tests (EOCT). An instructional paradigm was needed to help provide quality instruction and facilitate students' efforts to meet the mandate for performance. Research supports differentiated instruction (DI), instructional technology (IT), Gardner's multiple intelligences, and Vygotsky's theory of constructivism as the foundation for quality instruction.
