Researchers have indicated that urban minority youth present more challenges in school than affluent students due to economic constraints and other related factors. Early college high school (ECHS) and dual enrollment programs offer opportunities for students to work toward their 2-year degree while still in high school. The problem for this study was that the ECHS and dual enrollment programs had not been compared to see if they facilitated 2-year college degree completion compared to one another and to a traditional college program. The Workforce Innovation and Opportunity Act (WIOA) of 2014 provides career counseling to U.S. youth ages 16-24 as they obtain job training and work on their general equivalency diploma (GED). AbstractAt-risk high school students had low literacy and mathematics proficiency state test scores for the past 6 consecutive years in one suburban public school district in the Northern United States. In 2016, school administrators implemented supplemental education services (SES) to help these students to improve their performance on state tests.
