Although Dave was born in Wellsboro, Pennsylvania, he has acquired many of the characteristics of a midwesterner, one of which is a down-to-earth approach with people. This characteristic is displayed in many ways in the classroom as well.

Most teachers have felt a faster heart beat at one time or another when their principal enters the room to "observe them teach." Both know that an evaluation report will soon be written and distributed to the district office, eventually finding its way to the board of education. The report may even affect the employment status of the teacher. The reaction of the teacher would seem to indicate "mistrust" of the evaluation. Some of the local innovations in Tulsa, I believe, are noteworthy enough to be brought to your attention. Included below are extracts from a letter I wrote after my visit to Mr. A. Q. Polk, Supervisor of Science in the Tulsa Public Schools. The notes cover ISCS program evaluation and thoughts relating to my school visits.

During the last ten years, many innovations have been aimed at reconstructing science education from kindergarten through high school. These efforts have produced more up- to-date information which was supposed to reflect more nearly the scientific enterprise as it is today. Gallagher (1971) contends that the course-content improvement projects have failed to show this, and they have failed to show that science is a significant cultural force.

Most of the fifty states have formulated or are in the process of formulating a state plan for environmental education. "Individualized instruction? — I tried it and it didn't work!" This is the statement that is frequently heard at professional meetings and in visiting with teachers. Upon further examination, it is usually found that the individuals making the statement only tried an individualized approach for a very short period of time.
