The increases in the number of students attending higher education, particularly those who are the first in their immediate family to attend university provided the impetus for the study outlined in this article. Whilst previous research has explored the qualitative experience of being a first in family student, very few studies have explicitly focussed on how attending university interacts and impacts upon the immediate family of the learner. It is well known that reading aloud affects children 's language and literacy development. Little is known though, about fathers reading to their children. This study examined paternal and maternal bookreading frequency among 430 low-income families and investigated whether paternal bookreading and maternal bookreading predicted children 's early language and cognitive development and emergent literacy skills. Results demonstrated that mothers read more frequently to their toddlers than fathers but approximately 55% of fathers reported reading at least weekly to their children. Paternal bookreading at 24 and 36 months significantly predicted children's language and cognitive skills at age 36 months as …

The ultimate goal of Sure Start Local Programmes (SSLPs) was to enhance the life chances for young children growing up in disadvantaged neighbourhoods. Children in these communities are at risk of doing poorly at school, having trouble with peers and agents of authority (i.e., parents, teachers), and ultimately experiencing compromised life chances (e.g., early school leaving, unemployment, limited longevity). This has profound consequences not just for the children but for their families, communities, and for society at large.

In 1998 a U.K. government review concluded that disadvantage among young children was increasing and early intervention could alleviate poor outcomes. It recommended a change in service design and delivery, integrating across all relevant agencies, to be area-based, with all children under five and their families as clients. Among the aims were avoiding the stigmatization often associated with targeted programs while fostering child, family and community functioning. From 1999 the first Sure Start Local Programmes (SSLPs) focused on the 20% most deprived areas, including about half of children living below the official poverty line. In her Comment (Nov 8, p 1610) on our second phase of evaluation of Sure Start local programmes in England, Penny Kane makes several points with which we could not agree more. Like her, we would have much preferred to see a randomised controlled trial done, since this would have afforded much stronger causal inferences than the quasi-experimental investigation we undertook. We also agree that the fact that we drew on data collected by two different research teams raises questions about the confidence that can be placed in conclusions drawn.

Background

Sure Start Local Programmes (SSLPs) are area-based interventions to improve services for young children and their families in deprived communities, promote health and development, and reduce inequalities. We therefore investigated whether SSLPs affect the wellbeing of 3-year-old children and their families.

Methods

In a quasi-experimental observational study, we compared 5883 3-year-old children and their families from 93 disadvantaged SSLP areas with 1879 3-year-old children and their families from 72 similarly deprived areas in England who took part in the Millennium Cohort Study. In the latter part of the 20th century evidence was accumulating about the effectiveness of various intervention programmes for young children in disadvantaged families. Some small-scale interventions were evaluated by randomised control trials as in the case of the Abecedarian project (Ramey et al., 2000), the High/ Scope Perry Preschool Project (Schweinhart, Barnes, & Weikart, 1993) and evaluations of home visiting (e.g. Olds, 1997). Others were evaluated by quasi-experimental methods as with the large-scale Head Start project (e.g. Barnett, 1995; Kresh, 1998).
