There has been steady interest in the ideology of equity in schooling practices reflected in the written artifacts of the United States, especially in the last thirty years. However, equality-laden language is often used without definition or critical examination. The assumed meaning of equality terminology is problematic--especially for classroom teachers who are directly held accountable for the practice of equality policy. The primary purpose of this study was to develop a psychometrically sound scale to investigate the perception differences of giftedness between parents of various culturally and linguistically diverse backgrounds. Historically, schools adopt the early definition of giftedness that is presented, too narrowly focusing only on intelligence and achievement tests (Baldwin, 2005). This phenomenon has led to minority students, particularly Black and Hispanic, being significantly underrepresented in gifted programs (Naglieri & Ford, 2003). The purpose of this study was to discover the communicative messages within the Wild Horse Inmate Program. This dissertation developed the communicative theory of learning how to teach, a grounded theory based on the communicative messages of the Department of Corrections' officers and Bureau of Land Manager employees who work with inmates in a western state Wild Horse Inmate Program.
