In almost every classroom in the country there are overage boys and girls, retarded children who have been pushed along through school after repeated failures have convinced both them and their teachers and companions that they are of little consequence. Since not much can be done to remedy the situation after so many years, the only solution in most cases is to pass the children along as rapidly as possible, allowing them to sit in the successive grades where the intellectual tasks are completely beyond their limited abilities. Success or failure - there are no other two words which can create more joy or sorrow to both pupils and teachers. Some of the teachers in Halleck Hall Junior High School feel that they are not satisfied with the achievement made by the slow-learners, or low groups, with whom they work. An attempt has been made, under the direction of the principal, to classify pupils entering Halleck Hall Junior High School, into homogeneous groups. The development of secondary education in Louisville is significant because this city (together with the City of Covington) took the lead in establishing high schools in Kentucky. Although the state legislature from early days encouraged county seminaries and private academies, it gave practically no attention to high schools until 1908. After the Civil War various cities established high schools. There were few county high schools until the last decade of the century (1890-1900). Fifty-nine Kentucky high schools were accredited by the State University in 1908, but there 1 were perhaps as many unaccredited (with two or three year curricula). The ...
