Black males have scored at the lowest levels of academic achievement compared to other racial groups in many Texas school districts. The achievement gap for this population of students has been explained by both material constraints and oppressive hegemonic discourses. The purpose of this qualitative research study was to understand how such barriers and discourses affected these students and how the students negotiated their experiences in school. This mixed methods program evaluation examines the effectiveness of a high school advisory program in meeting its stated goals from the perspective of its various stakeholders. Using both qualitative and quantitative methods and applying a concurrent embedded strategy, the researcher uses Stufflebeam’s CIPP Model (Stufflebeam, McKee & McKee, 2003) as a framework to conduct a study of the Teachers-As-Advisors (TAA) Program in a rural high school in Georgia. Surveys were administered to 205 students, 40 parents, and 17 advisors. Two district administrators, three school administrators, and two counselors were interviewed. The purpose of this study was to identify the processes that have been used for implementing the alternative scheduling plan of block scheduling in high schools. The study attempted to discover what professional development activities were used for the change, if teachers altered instruction, and what additional staff development was needed. The qualitative method of case study research was selected for the study.
