Abstract
Teacher attrition is a significant contributor to the teacher shortages, with preretirement attrition accounting for two thirds of all attrition. Special education teachers leave teaching at significantly higher rates than their general education peers. In addition, there is a greater demand for special education teachers due to the increase in public school students requiring special education services. As a result, many K–12 administrators and other educational leaders often fill vacant positions with unqualified or new teachers with less experience than their predecessors. Abstract
The failure of educators to meet the needs of elementary students who require separated, differentiated, and intensive reading interventions (Tier 3) has been attributed to the scarcity of administrative resources and a lack of effective collaboration between reading specialists and classroom teachers. Experts opine that common barriers to effective collegial collaboration between institutional reading specialists, who are employed by the school, and classroom teachers include: an unsupportive school culture, the classroom teachers’ fear of losing pedagogical autonomy, the absence of mutual trust and interdependence between the reading specialists and their students’ classroom teachers, and the inability of reading specialists …

The purpose of this study was to determine if there was a difference in Tennessee Comprehensive Assessment Program Modified Academic Achievement Standards (TCAP MAAS) achievement test scores for special education students who receive their instruction in the resource classroom or in an inclusion classroom. The study involved third, fourth, and fifth grade special education students in an east Tennessee school district. The TCAP MAAS scale scores used were from the 2011-2012 school year. An independent samples t-test was implemented in this study. The dependent variable in the study was the TCAP MAAS scaled scores. The independent variable was student placement. …

This qualitative study was conducted in 3 school systems in East Tennessee by interviewing special education directors, school principals, and teachers. The purpose of this study was to identify administrators who are successful in meeting the needs of special education students and determine characteristics they possess that facilitate success. The grounded theory study employed purposeful sampling and the snowball sampling method. It also included the use of a pilot study to refine the interview protocol. The problem of this study was to identify the professional development needs of the school leader to facilitate the inclusion of students with handicaps into the regular education program. This was a descriptive study which utilized questionnaire methodology. The Change Facilitators Stages of Concern Questionnaire (CFSoCQ) was the instrument selected as appropriate for the study. Permission was obtained from Dr. Gene Hall at the University of Northern Colorado to reproduce and administer the CFSoCQ.
