This dissertation consists of a program evaluation, a change leadership plan, and a policy advocacy proposal.

The program evaluation studies the impact of initiatives implemented at an elementary school near a large city in Illinois using a case study methodology. The school was required to restructure during the 2013-2014 school year as a result of the performance mandates outlined in the No Child Left Behind Act of 2001. To compare the post-restructuring status of the school with the pre-restructuring status, student growth data for multiple grade levels and for each federal subgroup was collected. Despite national standards established in 1979, U.S. teacher preparation programs have struggled to incorporate comprehensive, multicultural teacher education into existing curriculum (Sleeter, 2008). The weakness of multicultural training in most teacher preparation programs is theorized as a major contributor to the persistent achievement gap between students of color and White students (Ferguson, 2003). Furthermore, literature indicates White teachers frequently hold lower expectations for racial and ethnic minority students compared to White students and these lowered expectations often manifest as lower academic achievement (McKown & Weinstein, 2007).

This research builds upon scholarship that explores the unique needs of Latina/o migrant students and the teachers who serve them. Situated within the overlapping fields of migrant education, critical literacy, and Latina/o critical theory, this narrative examines the practices and perspectives of three teachers, each with more than a decade of experience teaching migrant students in a summer migrant education program (SMEP) in Michigan. I offer voice to a silenced and minimally recognized group by including my story and the story of other Latina leaders. Through this ethnographic and case study approach, I explore the central question: “How does race and gender of Latinas influence their leadership style?” Being female and Latina, I seek to understand how the pressures of conforming to traditional White male leadership style impacts Latinas’ ability to lead with authenticity. The purpose of this qualitative phenomenology study was to gain a better understanding of the experiences of African American, female, first generation college students attending a large, predominantly White research university and to understand what motivates them. The major research question guiding this study was: How do African American, female, first generation college students (in good academic standing) describe their college experience? The researcher asked the participants to discuss their challenges, how they responded to challenges, sources of motivation, and factors that contributed to their success in college.

This study focuses on the instruction of middle grade English language learners (ELs) and their bilingual, English as a Second Language (ESL), and content teachers in a large, urban, Midwestern school district. This mixed methods study gathered quantitative and qualitative data using a survey and interviews to examine the preparation, dispositions, and experiences of middle grade EL teachers; their professional development; their instructional decisions related to language and literacy development; and the factors that influence these decisions.
