This project highlights best practices for small reading group instruction for third through fifth grade English language learners in the general education classroom. By completing a literature review, a journal article was developed to report the pros and cons of heterogeneous and homogeneous groupings for reading instruction. Data from the National Assessment for Educational Progress (NAEP) and the OSPI Report Card were used to discuss a need to raise student reading proficiency scores.

A handbook of instructional strategies connected to a text set theme for fourth grade teachers to promote critical thinking was developed. The handbook is intended for fourth grade teachers interested in promoting critical thinking through the use of children's literature. The text set theme, leaving home, was chosen and children's literature and curriculum was developed around this thematic focus. Library research, books, and the Internet aided in the development of this project. The studies showed the importance of developing critical thinking skills in elementary students. The studies also review theories pertinent to promote critical thinking and best practice.

The process of curriculum design for a third grade information literacy skills unit was studied. Studies supporting the connection between a quality school library program and increased student achievement were examined for positive characteristics to be implemented into a third grade library program. State standards in reading, technology, and information skills were analyzed for integration into the design. The result is a third grade information literacy skills curriculum design for implementation into a library program. Implications for future third grade library curriculum improvements are discussed.

The home factors oflow-SES primary students, having high academic achievement were investigated. Six second grade students were identified as qualifying for free and reduced lunch, while also having high academic achievement. Their primary caretakers were interviewed in order to investigate the factors within their homes that aid academic achievement. The results of this study showed that none of these high achieving second grade students had home factors that were typical for low-SES home environments. The relationship of the Washington State Learning Assessment, (WASL) math scores between two 4th-grade classes in the greater Wenatchee area was compared. Class A listened to classical music before taking the test and Class B did not listen to music before taking the test. Any significant differences between their scores were evaluated . The average of each class's test scores was compared without any student's name listed. The professional literature on the configuration of flexible reading groups for reading instrnction in a regular first grade classroom was examined to determine if flexible grouping yields any benefit to students who have been assessed to be below grade level in reading. The research showed support for the idea that flexible, fluid grouping is an accelerant to producing higher levels of reading improvement.
