Origin and nature of this project

In recent years an increasing number of requests have been made by the music teachers of Utah that a handbook be prepared that would set forth the structure of the Utah Music Educators Association and describe its activities and services.

It was thought advisable by the officers of U.M.E.A. to include in the booklet also the plan of operation of the region music activities of Utah and a description of the affiliation of U.M.E.A. with other professional organizations along with a brief statement of their structure and objectives.

Technology in agriculture has changed more in the past hundred years than in the previous thousand, and the rate of change seems to be accelerating. No longer can one farm successfully for the duration of a lifetime with the same knowledge, understanding and skill which he possessed as a young farmer (1).

Senators and Representatives recognized the need for the continuous preparation of farm people for proficiency in their chosen field and in 1917 introduced and passed the Smith-Hughes Act. One of the fundamental needs of elementary school children is to develop their motor systems by means of physical activities adequately suited to their representative age groups. In so doing, opportunities are provided for sociological and psychological requirements essential in developing a healthy, confident individual capable and willing to accept social and family obligations and responsibilities. This infers that an essential function of the school is to provide appropriate areas, facilities, and equipment for such activities. It is generally recognized that one of the factors which causes variation among the states in the cost of public education is the relative number of pupils enrolled in private and parochial schools. In this connection it has been pointed out that the state of Utah has a very small enrollment in such schools. In fact, a report for the school year 1951-52 shows that Utah’s rank was 46 among all the states, with only 1.5 percent of the total pupil enrollment in non-public schools.
