Remembering The 1918 Influenza Pandemic: Missouri Education Policy And Lessons For Covid-19, Phi Nguyen

Amid the disruptions of COVID-19 are opportunities to reimagine schooling and education. Taking a historical perspective, this article analyzes education policy following an earlier pandemic, the influenza pandemic of 1918-19, to explore if and how educational change might be possible. Drawing on primary source analysis of Missouri education policy, I argue that influenza-related policy talk was practically non-existent, and the talk that was present mainly focused on how the flu disrupted, but not changed, school operations. There is a long history in this country of language oppression that has led to policies currently in place that affect the way educators are asked to teach. Therefore, educators must understand national and local language policy to know how it affects their students and how they can perform their duties as educators. Even though the U.S. does not have an official language, states have enacted language policies through court decisions and legislation. Internal program reviews are conducted by the Academic Planning Council (APC) and are an integral part of UNO’s assessment and planning processes for the unit, college, and University. The review process is designed to monitor the quality and assist in the ongoing development of UNO's academic programs and units.

Every academic program offered at UNO will be reviewed at least once within a seven-year cycle. The reviews are conducted routinely and are coordinated with the review reports prepared for the Coordinating Commission for Postsecondary Education (CCPE).

Technology can be defined as “the social, material, or cloud/cyberspace tools used to manipulate human behavior to achieve a specified objective.” In the classroom, teachers use a variety of technologies to elicit desired student response or output and ultimately to achieve a level of learning appropriate for particular students. The study analyzed the pretest-posttest results of high stakes test scores, absence frequencies, and high school eligibility cut scores of students who completed fourth-grade through eighth-grades in two academically equivalent but socioeconomically diverse same city Catholic schools. Study outcomes were compared for a naturally formed group of students (n = 28) who had completed fourth-grade through eighth-grades in an urban Catholic school representing fewer family socioeconomic advantages and 40% eligibility for free and reduced price lunch program participation and tuition assistance and a randomly selected group of students (n = 28) completing fourth-grade through eighth-grades in a suburban Catholic school …

Very little is known about how superintendents respond to and view the challenges brought about by increasing external performance demands on their schools. This important study uses a multi-case study format to create portraits of five rural superintendents, the challenges they face, and their responses to those challenges. The participant perceptions were organized into five themes: declining enrollment, isolation, board and community relations, celebrated accomplishments, and rural schools in contrast with urban or suburban schools. The superintendents were most proud of changes they had made to improve instruction in their districts. They spoke of challenges with bringing professional development to …
