The quest for quality has encouraged many countries to establish quality assurance and accreditation models to sustain and improve quality. While some established their own procedures, a great majority of the countries including those in the developing world have adopted quality assurance policies developed in the Global North to respond to internationalization and to participate in the knowledge economy. However, most universities in developing countries lack adequate infrastructure to implement accreditation standards. This study was prompted by the limited body of research describing the relationship between the allocation of financial resources and student outcomes in higher education, and by the instance of contradictory and inconclusive results found in that research. With consideration that yet unidentified dynamics might account for the diversity of results, this study explored the influence of dimensions of organizational behavior on the allocation of financial resources at three colleges with differing rates of persistence and graduation rates, but that were otherwise similar in terms of other defining institutional characteristics. Institutional accreditation in higher education presents a dual reality: Accreditation is intended to hold colleges and universities accountable through external evaluation and, at the same time, accreditation constitutes an opportunity for higher education leaders to assess, improve, and communicate the quality of their undertakings. In an increasingly global field of higher education, quality practices become diffused across national boundaries. U.S. institutional accreditation is one of the quality practices embraced around the world; institutions of higher education, particularly in the Global South, aspire to obtain U.S. institutional accreditation. While recovering from decades of conflict and trying to adjust to an incipient free market economy, public higher education in Afghanistan is currently confronted with rapidly increasing enrollment and inadequate government financing. The imbalance between high demand for and insufficient supply of higher education has led to a decrease in the quality of education and an urgent need to develop non-state sources of funding.
