This article looks at the effects of a national policy of research prioritization in the years following Ireland’s economic crisis. A national research prioritization exercise initiated by policymakers redefined the purpose of higher education research, and designed policies in line with this approach. Placing research for enterprise to the fore, it emphasized the economic value that subjects could return on state investments. This article examines the post-crisis policy of prioritization, its relationship with and effects on arts and humanities research, and how the notion of the benefit of research can be broadened while still addressing economic needs. As the Dublin Institute of Technology (DIT) prepares to amalgamate with the Institute of Technology Blanchardstown (ITB) and Institute of Technology Tallaght (ITT) in advance of becoming a technical university, we present a comparison of stakeholder research from 2008 and 2016, questioning how DIT might become better able to respond to the radically changing environment it faces. Using the McNay Model and Fourth Generation Evaluation, we consider the views of two groups of DIT stakeholders on the best model for change. The benefits of problem based learning for students are a deeper understanding of lecture material, and the development of problem solving and collaboration skills which will greatly enhance their educational experience. This approach has been successful in other programmes as it departs from the traditional ‘what I am told I need to know’ to ‘what I need to know to solve the problem’ promoting self-directed learning. Lecturers in turn transition from the giver of information to the facilitator of learning through support, guidance and monitoring. This brief is one of three they are given for a 15 credit module in ‘Fashion & Styling’ in the second semester. Students work in groups to research and prepare a short scientific demonstration and hands-on activities for partner primary school children in an initiative called “A Slice of Science”. Each member of the group prepares on section of the lesson plan and the group has time to practice and prepare the lesson on-site before going to the primary school to run the demonstration/workshop. Students are assessed based on the use of online discussion board activities and their participation in class. Further assessment includes the standard of the lesson delivered off site, a reflective essay and a log-book.

The severity of the global economic crisis has put the spotlight firmly on measuring academic and research performance and productivity, and assessing its contribution, value, impact and benefit. While traditionally, research output and impact was measured by peer-publications and citations, there is increased emphasis on a “market-driven approach”, which favours the bio-, medical and technological sciences, and helped reinforce a disciplinary hierarchy in which arts and humanities research (A&HR) has struggled for attention. This article charts the changing policy environment across Ireland, the Netherlands and Norway. It draws on evidence from the HERAVALUE project which studied how different stakeholders value …
