Emergency management is an established system to prepare for, respond to, recover from and mitigate the consequence of disasters. Natural and manmade disasters have increased public interest in the systems and organizations that have evolved to protect the public from their effects. The Emergency Management Accreditation Program (EMAP) was developed as a method to evaluate and accredit emergency management programs. Between January 2003 and December 2004, with funding from the Federal Emergency Management Agency, EMAP conducted

baseline assessments of 35 U.S. state and territory emergency management programs.

A project of cultural learning in a community in Germany is described: Students of andragogy organized a public exchange of “gifts” without material value; the idea was that the donator offered to share two to three hours of the personal life in a joint activity. About 200 people including local respected authorities participated. The event on the market-place before Christmas became a public festival; the idea was widely welcomed with joy. The regional press reported; many gift-encounters took place. A challenging discussion took place about the relationship to adult education and andragogy.

Despite efforts of the Government of the Philippines (GRP) and the representatives from the peoples of Mindanao in undertaking peace initiatives, “the war:” continues. The establishment of the Autonomous Region of Muslim Mindanao (ARMM) as embodied in an organic law provided in the 1986 Philippine Constitution has not seemed to bring about the much-anticipated progress. Even with the so-called “autonomy” already in place to substantiate the clamor of the Muslims for self-rule in the Tripoli Agreement, conflict has escalated signifying unrest among the people. This paper describes the methodology of Object Teaching and relates how its appearance in Brazil was a transnational phenomenon that achieved its maximum articulation in 1886 with Rui Barbosa’s translation of Norman Calkins’ Primary Object Lessons. It begins with an overview of primary school teaching in Brazil in the second half of the 19th century, followed by discussion of Barbosa’s ideas on promoting change in the schools. Results from a national demographic study of student affairs administrators at Historically Black Colleges and Universities (HBCUs) are presented in this article. Specifically, staffing practices in student affairs divisions and the educational backgrounds and aspirations of directors, senior student affairs administrators, and chief student affairs officers (n=270) were examined. Data from 52 four-year institutions show that HBCU student affairs administrators, especially those at the director level, hold advanced degrees in fields other than student affairs and higher education administration. More than 70% of those without doctoral degrees aspired to pursue them someday. Other findings reveal gender disparities between women and …

African American students are being re-segregated in today's public schools by their disproportionate placement in special education classes for the disabled pursuant to the Individuals With Disabilities in Education Act (IDEA). At the same time, the overall number of children found disabled and entitled to special education under the Act has skyrocketed over the past decade, leaving special education classes with swollen roles and inadequate resources. The second part sets out an initial systemization of the political agenda launched by the federal government of Vicente Fox for the period 2001-2006.

The federal government has expanded to meet perceived social needs and as issues come to the forefront that Washington elites believe they can fix. Consequently, they expand the power and role of the government. One way this is done is through progressive criminalization of once held freedoms. Consider the first drug laws, consider the war on poverty, consider the tax code, the new war on drugs, and hate-crimes legislation. Although tax law is not criminal law per-se, in the end, choosing not to pay taxes results in prosecution. Laws and regulations ultimately must have “teeth” for it to be effective. …

Some proponents of epistemological approaches to argumentation (Biro, Siegel, Lumer, Goldman) assume that it should be possible to develop non-relative criteria of argument evaluation. By contrast, this paper argues that any evaluation of an argument depends (a) on the cognitive situation of the evaluator, (b) on background knowledge that is available for this evaluator in a certain situation, and (c)—in some cases—on the belief-value-system this person shares.
