After a period of unregulated growth from the 1960s to the late 1980s, public Mexican higher education came to be perceived as a "disaster zone" by the federal government. Starting at that point, several public policies seeking to improve its quality, social pertinence, efficiency and equity have implemented. While impacting positively Mexican higher education in many respects, such policies have had unintended negative effects and, it is contended, they are currently having diminishing gains.
